development and the opportunity
for American capital. Secretary McAdoo
expressed his deep regret that
such untrue and harmful publication
should he made.

America is poverty stricken. Nothing

gantic task of developing the natura
resources of the continent with unsur
passed vigor, wisdom and patience

"The real situation in South America
as it impressed itself upon every
member of the high commission, is
that a large, almost unlimited field of
investment and commercial expansion
presents itself to the United States,
but the possibilities can not be made
realities without a concerted effort on
the part of the American merchants,
manufacturers and financiers.
"The opportunity exists and the

and financial ?organization
and spirit of enterprise are adequate
to avail ourselves of the opportunity."
