ENDORSES GOOD ROADS. ? And Asks for Further Information. Mr. Spivey Gives Light on the Subject. Dear Sir: I saw Senator Spivey's Good Ruads bill published in the Herald for the benefit of the voters, and read what he had to say, I have been talking with some of the men of my township concerning the Bill and they seem to think it alright: provided ihe present 2 mill levy will bo sufficient to pay the i . interest on the bonds and enough ~J^to redeem them when they come due We would like to know how much money the 2 mill levy will raise in a year. Poi the benefit of the voters of my township, I wish Col. Spivey would give this information. Respectfully, Wm. Burgess. Burgess, S. C. Mr. Spivey was shown the above communication and ask if could and would give the information sought. *T am more than pleased to do so" he replyed: Tne present assessed " value of property in our county is near three million dollars. The two mill levy will rake about $(>,000 , If the bonds are sold at> 5 per cent we hope to get thorn at 4 1-2 per cent the interest yearly wrll be $5,000. The 10,000. will accordingly pay the interest and leave $1,000. to be placed in th3 sinking fund the first year with which to redeem the bonds From year to year we expect the property of our county to increase, thus making the 2 mills raise more each year. The interest beinf ja permanent amount, the total increase will be added to the redemption fund. "At the end, say of 15 years we can safely hope that our property will be near double what is isto-dnyThe 2 mills in this case yielding $12, 000 annually: With an average even of four million dollars property, the 2 mills will raise $3,000. a year above the interest. In 20 years this would amount to $00,000 Thus redeeming the $50, 000. worth of Bonds, as provided in the Bill, and leaving a cash surplus of $10,000 besides. "The remaining half will be much easier raised, because tho iuterest. will be cut in half, while our pro perty will bo double:!. This calculation, you will uote, docs not take into account the iutorest accumulating from the sinking fund, which will amount to many thousand dollars during the whole 20 and 30 years same being likewise used in redeeming the bonds. My candid opinion is that the bonds under this arrangement will be paid before they are due, and the county will have a good siz3 surplus fund remaining. " "At any rate, it is likely that 30 years from to-day, the writer of this article, together with a great majority of the rtaders hereof, will have "passed over the river." We can only trust that our posterity will bo sulliciently able to take care of the problem as it then arises. Jf our friends are so much interested in our prospective "grand children, "I know of no better legacy to leave them than a system of good roads." "Another feature of this plan to be considered is the amount of money it will bring into our county and be circulated among our citizens Instead of draining the county of funds, as some suggest, it will be ^ the direct opposite* None of the local banks, or any individual in the county, will be in a position to handle the bonds at this low rate of interest. The commissioners will have to place them in northern or western markets, and thus bring in now money to be dispensed among the laborers of the county. I take it for granted that the board and the supervisor will let the contract for the construction of the roads to local parlies in each community and thus keeping the funds at home. We will accordingly have the good roads and the money still in our midst, <4I will further explain that the plan outlined doas not efi'ect the present road law at all, it remains the same. That is, the $11 commutation tax or six days labor will continue as heretofore and will serve to keep the roads repaired and in good condition after they are built. In fact I believe that, should the funds derived trom me saio 01 mu bonds be sufficient to build a reasonably good system in the county, the present <3 commutation tax cau be V lowered to $1. or 3 days labor. We must remember that the cost 01 keeping up a gocd road is almost nothing.
