West Virginia, and North Carolina. At 12.07 o'clock Chief .lustice Fuller, of Supreme Court of the I nited States, entered the Court room, closely followed by .Judges Hugh S. Bond of Maryland, and J. <1. Jackson of; %> West Virginia, and took their scats upon tile Bench. Meanwhile the vast audience had arisen to iis feel, and tho three dignitaries, previous to being seated, bowed to the assembly. Chief Justice Fuller then arose and said: "We have met to organ izo an Appellate Court of t he United States." lie then briefly and clearly defined the duties of the new Court, and said tho order which ho had in his hand would be entered. j Appointing Judge Jackson to preside over the new Court until the J Judge should bo elected, the Chief Justice then announced the appointment of llenrv T. Mai on y of .Maryland, as clerk of the Court, a id e\ Judge Thomas S. At hi.is, of IJichmoud to marshal, bolh of whom were sworn in by the Cihu Justice.
