If our memory serves us, we have used it not less often than four times since we began the publication of The People. The few thoughts we give. you here however differ somewhat from the subjects previously treated upon. \Ve are confronted today by grave conditions aud not theo ries along all lines of govern ment. In National affairs we find the spirit of paternalism run mad. The forces of cor porate wealth, through their subservient tools, the Congress, hold the people in an iron grasp. The cause of this subservience may be found to lay partly through favor, and largely be cause of the utter incapacity of our National law makers to grasp the re a! trend of the times. The j trend, we do not hesitate to tell you is towards despotism, u des- 1 potisin of wealth and not es pociu I ly of person tlio our strenu ous President is apparently making giant strides towards becoming an American Czar. One by one, the tentacles of the octopus of corporate greed, and of aggregate wealth,! are sap ping the life blood, the founda tions of the grandest union of dissonant parte that was ever evolved iu the brain of man, the Republic of the Uuited States of America. We have hoped that even within our own time we would have seen Canada and all the States and Republics south of us united under a common Aug, the glorious banner of hu man freedom, the Slars anu Stripes, but the trend of the times is rapidly causing that hope to fade. What ground have we for hope? With the Republican party entrenched in power, with the great body of the people supinely indifferent to the pres ervation of the grand heritage handed down to them by the i'athers of the most complete sys tem of government the world has even seen, what can wo expect but disaster, political decay and certain death tliut iuvariably follows the accumulation ot the wealth of a country in the hands ol* a few? Absolutely nothing. A harsh assertion, but lainentuly true. The only hope for the salvation of this country from a hopelessly contrifutal govern ment lies in Democratic victory next fall. Helps to Corn and Cotton Planters. Dr. D. L, DeSaussure has our thanks for a copy of a circular from the U. S. Department of Agriculture which deals with the subject of Cora and Cotton planting. The document is ex tremely interesting to the classes addressed, and it would give us much pleasure to publish it in full, but it is too voluminous. We however, givo you below a few extracts which will furnish ample proof of the great value of the complete article: "There are few more injurious farm practices than that of ptowing land before it is dry Enough. A peck of seed to the acre is amply suffi cient.** The above practically covers the salient points of a capital letter to farmers on Cotton plant' ing. No reference is made to corn culture. We presume that that subject will be taken up later. An Ordinance, T.? regulate the use of the Sewerage System in the City of Camden. S. C. Be it ordained by the Mayor and Aldermen or the City or Camden, S. C., in Council assembled : Section 1 That the Sewerage sys tem or the City or Camden shall be un der the control or the Committee on Water, Lights and Sewerage, and the duty or securing and enrorcitig full compliance with all rules and regula tions governing house connections with the public sewers shall be vested in said Committee, or their author ized agent. The duly authorised agent oi said Committee ahall be au Inspec tor or Sewer* and Plumbing, who shall be chosen by City Council or the City of Camden, and shall receive such compensation as the said city Council shall fix and approve, and whoae du ties are defined in subsequent sections. It Khali be the duty or every person, firm or corporation carrying on u business or plumbing or house drain age in the City or Camden, to regis ter in a book to he provided ror that purpose at the office or the Inspector or Plumbing or the City or Camden, giving unme mid plaoe of business. It shall iurther be the duty or every per son or firm carrying on a business or plumbing to give a good and sufficient bond, in the sum or Five Hundred lJollara (|ftOO), to be approved by the Mayor of the City ot Camden, condi tioned upon the observance or the rules nnd regulations contained in l Ins and subsequent Ordinances, ror the faithrul performance or duty in making connections with the Sewers iiimI to Water Pipe;*, and to itideniniry sakl city against loss in any manner whatsoever ror any unskilful, or neg ligent work or conduct in the per formance ot Ins duties, or ror any damage to the Sewers or Water Pipes or Streets or side-walks or said City, or lor the use or derective or improper material used in said work, where upon such person or lirm may be duly licensed by the City Clerk to conduct a Plumbing business, and ror which license shall be paid, in advance, the ret* designated therefor. Sec. 2 No person or persons shall be permitted to do any plumbing or any kind in the City or Camden un less he or they be in the employ or or under the supervision or a licensed plumber. Any person convicted or a violation or this section shall be fined not more than one hundred dollars (^$100) nor less than twenty dollars ($20), or be imprisoned not more than thirty dnys. Should any property owner refuse to pay ror the class or work and materials required by this ordinance, the contractors will de cline the work and report the same to the Inspector, and the plumber wh > takes the contract without the neces sary changes shall rorfeit his license. Sec. 8 Before any portion ot the system of any building snail be laid or constructed, there shall be filed by the owner of the property at the office of the Inspector of Sewers and Plumbing a written application for sucti con nections, stating the location of the building, with plan of same, ehowing in detail the entire proposed connec tion from the public sewer through the Iioiipc to the terminus, showing the location of all fixtures, traps, vent pipes, etc. This plan shall be inspect ed and approved, corrected or modi fied by the Inspector of Hewers and Plumbing, whereupon a permit lor the proposed connection shall be given by the Inspector of Sewers, upon ascer taining that the work will be done by the regular licensed plumber; but in no case shall a permit be grnnted un til such plan shall have been so pre sented and approved. Such plans and applications for connections with the public sewer should be Hied ten days previous to the time desired to make the connection. Sec. 4 Whenever a house connec tion is beiug made to the public sewer, the plumber doing the work shall, be fore any part of the work is covered or hidden from view, send a written notice to the Inspector of Sewtrs and Plumbing, stating that his work is ?</? ???rUTDUUM, AIIU UJ>OII file llual completion of the work shall ngnin notify the Injector of Sewers iinii Plumbing, asking for n final in spection in nccordance with the rules, regulations and plans prescribed by the Committee on Water, Lights and ?Sewerage. Section IS It shall be the duty of the Inspector of Hewer and Plumbing, un der the directions of the Committee on Water, Lights and Sewerage, to issue nil permits, Notices and Certificates, to keep a dally record of the work, in-t eluding nil notices and applications received nnd permits granted and cer tificates given, to report promptly to the Clislrman of the said Committee all violation <?f these regulations. Sec. 10 The licensed plumber who mnkes ai?3* house connection with the public sewer shall be held respon sible for any damage he may do to any of the streets or sewers. He shall restore the streets to as good condition as they Were in at the beginning of work. See. 11. No peraon shall directly or indirectly connect any open gutter, cesspool, privy vault, or rain wa er conductors with the sanitary sewera. Sec. 12. Every house orbuilding to be connected with the sewer shall be sep arately connected, unless special permit be granted for combined con nections in extraordinary cases. Sec. 13. The House Drains shall be 4 Inch or 6 inch diameter, Standard, Vitrified Salt glased Sewer pipe, from the public Sewer to within three (3) feet of the point of entrance to the build ing. Tbe joints shall be made with Oakum Gasket, well caulked and pure, fresh ground Hydraulic Cement of standard quality shall be used and Genu at Mortar mixed in the propor^ tlon of one (1) part of Cement to one vl) part of good, sharp dry sand free from loanx or other foreign matter, and sufficient Mortar shall be used to fill the joints to the outside edge of the bell, making s beveled joint, pipe to be laid in straight lines with grade of not less than one foot in fifty (50) feet for 4 inch, and one foot in sixty (GO) feet for 0 inch pipe. Connections to tbe public sewer shall be mnde gener ally by i (one-eighth) bend to a V branch in public sewer, which location of inlet can be obtained at office of plumbing inspector. Any openings in streets or sidewalks left for the night shall be properly barricaded and a suitable number of red lights, lighted, shall be placed on or near the opening These lights shall be burnt from sun set to sunrise. All other changes in direction from a straight line shall be made by a curve pipe, V branches with an accessible clean out, or by a properly curved channel in a man hole Subject to tbe approval of Inspector. Sec. 14. The soil pipe shall be of 4 inch diameter iron pipe, extending from the connection with the house drain (three feet from the building) through the entire height of the build ing, and four feet above tbe roof at a point remote from any chimney or window, wholly open at the top and protected by a wire basket. The Soil and vent pipes shall I e of tbe follow ing weights and thickness approxi mately: , - For cast iron 2 inch diameter pipe, three pounds per foot; for cast iron 3 inch diameter pipe, 4* pound* per foot, for cast iron 4 inch diameter pipe, pounds per foot; for cast iron 5 irch diameter pipe, 8i pounds per foot For cast iron tt Inch diameter pipe, 10 pounds per foot. For wrought iron 2 inch diameter pipe, 3 67 pounds per foot; for wrought iron 3 inch diam eter pipe, 7.55 pounds per foot; for wrought iron 5 inch diameter pipe, 10.75 pounds perfoot; for wrought iron 5 inch diarayter pipe, 14.50 pounds per foot; for wrought iron 0 inch diam eter pipe, 18.77 pounds per foot. All iron pipe must be coated both inside and outside with coal pitch var nish or liquid asphalt, or be galvan ized. Joints of cast iron pipes shall be made with picket oakum gasket and with one pouring of hot lead, with one and one huif (1J) inches for depth of lead in bell, and so thoroughly caulk ed as to make them gas and water tigh . Wrought iron screw joints shall bo made with a liquid paste that will hard on and overcome imperfeection in the threads rendering the joints gas and water tight. Sec. 15. Waste and vent pipes from bath tub, wash bowl, basins, pantry sink, kitchen sink, slop sink, and all other fixtures may be of lead or Iron of not more than 2 inch diameter. Tne diameter of lead pipe for the various wastes shall be as follows, vie: One washbowl, 1} inches. How of basins, 1| to 2 inches; One bath tub It inches; How of bath tubs, 2 inches; Pantry sink, 1J inches. Kitchen, sink, 1) inches; Laundry trays. 2 inches; Slop sink, 2 Inches; Water closet, 4 inches. Tho weight per foot of lead pipe shall approximate: Three pounds for 1J inch diameter pi{>e; 4 )K>undg for 1} inch diameter pipe; 5 pounds for 2 inoh diameter pipe. All joints in lead pipe shall be wip ed solder joints. Waste and vent pi pes, if made of iron, shall fulfill samo re quirements as prescribed in section 14. In cases where lead and iron pipe join, the joint shall be made by a brats or tinned copper sleeve or ferrule; the joint with the iron pipe shall be either screwed or lead e.aulked and with tho lead pipe by a wiped solder joint. Sec. 16. ICv?ry sink, bath-tub, wa ter-closet, basin, urinal, safe or oth er fixtures shall be separately trapped. All kitchen and pantry sinks to have grease trap of either brass iron or lead 4 and 6 Inches In diameter and at least 12 inches high, with hrass screw plate to clean out same. Kvery syphon trap shall have an air vent from it* crown leading into the main vent or be con ducted separatl v four feet above the J roof. Anti-sypnon traps can only be used in extraordlnay oases by special permission from the Inspector. The main vent pipe shall be of iron, gener ally of 2 inches In diameter, extending from the lowest fixture parallel with tho soil pipe either above the roof, with an open top and wire basket, or it may terminate In the soil plpo above the highest fixture. Waste pipes from ssfes, refrigerators, cistern overflows and water tanks from which water is taken for drinking and cooking purposes, shsll in no case be connected directly with any soil, waste or drain pipe, but must oe discharged into sink or Into open air. Sec 19. All exit pipes from plumb ing fixtures, except water-closets, shall be covered by strong metallic strain ers, securely fastened, and of such mesh as to prevent any improper sub stances from entering the Hewers or drains Sec. 20. A 1 fixtures shall be whol ly exposed, when possible or practica ble. All pipes shall be concentrated as much as possible, and so placed as to be readily examined and inspected. Where they are neoessarily placed within walls or partitions, they shall be covered by wood work fastened by screws or hinges, so as to give ready access for inspection or repairs. In no case shall u pipe be placed in a fin ished wall. . r? Sec. 21. All rqatertal must be of good standard quality, and the work must be done lb a thorough workman-like manner, subject to the approval of the Inspector of Sewers and Plumbing. v ? Sec. 22. No person or persons shall injure, break, remove or obstruct any portion of any man-hole, lurap-hoie, flush tank, or any part of the public sewer. Any person violating the pro visions of this section shall be nned not less than twenty dollars ($20.00) nor more than one hundred dollars (?100.00), or be imprisoned not less than thirty (.10) days. The Committee on Water, Lights and SeweragH shall have power to prevent or discontinue any connec tion with the public severs which dis charges any substance liable to injure the sewers or obstruct the flow of the sewerage. Sec. 30 Garthern or iron water closets, having traps above the floor using lead connections, must have a cast brass flange soldered to the lead and bolted u> the trap or closet. Sec. 31. Terra-dot: a yard sewers may be laid by the property owner or his authorized agent by obtaining spe cial permission in writing from the Inspector of Sewers, said permit to contain a clause specifying thut the work and material must conform to the rules and be inspected, name as required in Section 0 of these rules. C: Be it Ordained by the City Coun cil of the City of Camden, S. C., that it shall be unlawful for anyone whomsoever to construct, use or maintain any cess-pool, dry closet or similar device within the City of Camden, S/C.; ?that .all persons having upon '?Hheir* premises within the City of Camden any water closet, urinal, kitchen sink, pantry sink, laundry trays, bath tub, wash-bowl or lavatory shall be and are hereby required to connect same with the public sewerage sys tem of the City of Camden; that any persjn violating the terms of this Ordinance shall be guilty of a misdemeanor and upon conviction thereof shall be fined in the sum of fifty ($50,00) dollars or be impris oned for a period of fifteen (15) days. Provided that this Ordinance shall not go into effect until the first day of July, A. D. 1908, and that all connections made with the pub lic sewerage system shall be Gone under the direction of the City En gineer or Inspector of Sewers and Plumbing; and provided further, that lavatories in private residences may be exempt from the terms of this Ordinance upon the recommen dation of the Committee on Water, Lights and Sewerage of the City Council of Camden.
