After a sec* ood# perusal of it, ire have arriv ed jit the (conclusion that the various items mentioned with one' exception, are of small mo ment as affecting the interests of the State at large. That exception is the first item mentioned, in which the Gover nor calls attention to- the futt that during the last live years ? the fetate has been running into debt to the tuns of $500,000. This too, in the face of the fact! ihat our general; tax levy is as Jiigli, or higher than it was dur ing radical times, and that pro perty is immensely more valu able^ There is somothing wrong. Esther the tax levy is too low, or the annual uppropiations are larger than they should >?e. Our General Assembly Is supi>osed .to consist of business men, men ?who recognize the value of u dol lar, whether publicly or private ly expended, and men who, know in what .ruauuer to make the means meet the end. Instead of there being a deficit of $?00,000 as an aununl avert* ge f or a of years, there should be a aureus. Say, you people of the Legis lature. We don't profess to an extreme degree of business ucu men, but why not make provis ion for an issue of bonds to cover this outstanding indebtedness, put out a lo oft useless appropri ations, cut down the remunerat ion ot Asemberb of the various board% knock out the miserable dispensary system, and in other ways now too numerous to men tion bring us to a real reform basis. This too, without notifying the party of the raise. On protest being made, the Auditor informed tlie party that it was a rule of the Board not to notify anyone of a raise in their returns unlecss the same amount ed to One Hundred Dollars or inoro. Under the rccent Act of the Leisls ture all persons having a gross income of Twenty-flve Hundred Dollars or more aro required to make a return ?f the rame to the Auditor at the tuue of making their other returns. THE POM. TAX. The new Constituion whiuh went In to full operation after tlie 31st of De cember, 1805, provides for a poll tax of One-Dollar upon ail citizens of thif State between tlie ages of Twenty-One and Sixty year*, excepting Confederate soldiers above the age of Fitt.v years. Parties making returns for tiie fiscal year 11*05, will bear, in miml this Conxtilutihnni provision and govern theniselvesi accordingly. ' * All returns must be made on or be fore the 20th day of February next. 1 cannot take return* after that data as the other work of thisoflloe must )fo on. All returns sent by mail must be made out on proper blanks and swern to before aoiue proper officer qualified to administer said oath, otherwise they will nut be accepted at this office as returns.
