The Porte knows the condition* of tne Russian General, but wishes to keep them a secret from the Ambassadors, ami la said to begin to look with some distrust on the Allies. The Turks say that they have been hardly treated by the Russians, but that at least they have been treated with frankness General Muffling i? the only one of the agents of the allied powers who Is supposed to have a perfect knowledge of the demands of Russia. It la said that tlicy have for their basis the letter addressed at the*commencement of hontilities by Count Neseelrode to the Grand Vialcr, and that the Porte will lie obliged to give guaran tees for the execution of the trcnty. The Turkish ministers express in the most un qualified terms their profound respect and high personal admiration for the Emperor Nicholas. Although it is pretended that hos tilities are suspended until the ratification of the treaty, tne fortifications at Ejub are | going on with great activity, under the di- ; rection of an English officer. The Sultan hat not Quitted hisenmp ut HamisTchcffich. 1 The well affected citizens of Constantinrpic ure earnestly exhorted to keep theii arms j in their handa?-whether for the purpose of overawing the discontended, or of defend t ing the capital in case of necessity. These i hostile dispositions, and the appearand* of. the troops of the enemy at Karaburuu, up-; on tHe Black Sea, and at C/.nlr)i on the road to Adrianople, the one at ten and the other I ut tweuty leagues from Constantinople, an- I nounce, it is thought, with sufficient clear ness, that General Diebitnch intends to con tinue his operations until the conclusion of, the treaty. In the meantime, Constant ino i?W, ntwut the tatter part of August, has been agitated and alarmed with reports of , every nature, brought by thousands?f tugi- j tivesfrom the armies and from the neigh bouring towns, and exaggerated and circu lated with great activity by the disaffected. At one moment a great revolution was fear ed, but the firmness of the Captain l'acha prevented the catastrophe. He cau<*d the commander of the castles of the BoM>hon?>. who was endeavoring to recognise tlic Jan issaries, to l>e arrested and executed. This execution was followed by others, and ar rests will continue to he made lor a long time. Patrols were seen in every direction, and the establishment of tranquility was expect ed If the malcontents, at tlte approach of the enemy, should not be encouraged whit an expectation of support. The chain of moun tains towards the sea of Marmora is said to be occupied by the Rut?iana. The ncgo clatlons of the French and English ambas sadors on the subject of Greece continue, but it Is thought that this question will he adjusted in the treaty of peace with Kussia. A Firman of-the Grand Helgnor, published aone days since, exhorts the Inhabitants to remsintranqull. and sseurei them that peace sHtIHa shortly Crtflude**. A Conspiracy gAtupby the Astrologer* and aimed et the life of the Sultan ami Ins son, has been discovered just in time to prevent its execution. The mr'content dispdeitkm is not, however, entirely repressed, awl the approach of the enemy, whose outposts are ?>niy ten leagues distant, would occasion a general confusion, which would the conspirator* an ommrtunitv to execute their projects. The knglish Ambassador has therefore, caused several vessels of war to appruaeh the town, in order to protcct, it netessnry, the Sultan and the Knglish. At the same time, in concert with Count Guil Icmont, lie wrote to Gen. Djcbitsch to re present the state of the capital, and to re quest the cessation of militury operation*.? This demand has not been precisely gran ted, but the inarch of the Kusaian troops up on the cnpitul has been delayed until 13th Septcmt>cr. The conditions of the peace are said to be ns follows?1st, the execu tion of the treaty of At kerman; 2, the free navigation of the Hlack Sen by Hussion ves sels of war or eommeixe; 3, ten millions ol ducats as an indemnity for the war; 4, an indemnity for the spoliations committed last viitrorithcUuAvi.nl comment; 5, the de molition of the fortrtisM of (iiurgeno and Hrailow;6, the cession of the fortresse* of Anapa, Hole, and Ahkalr.ik in Asin; 7, a new government for Moldavia and Walla chla, paying to the Porte an annual tribute; the hospod irs to he named by the empire of Rum;., and the Sultau, and the admioistra tion of justice in these principalities to be placed beyoad the interference of the Porte, Ah to the treaty of London of the 6th of Ju ly, the Forte will engage to settle this Hflfair without delay, under the mediation of the three, powrro. The Turkish plenipotentia ries, it i? said, hesitating ut fir>t to sign these conditions, but on the threat of the Uussian general to march on Constantinople on the 13th, they eonsented, Chesrew Pa cha has been nominated to the functions of Dcwlct-nasiri. He is odious to every body and his ;?ppointment occasions great irritu tton. It is feared that the exasnrratlou may slit, w itself in conflagrations I'he ex ecutions continue and generally take place at night. The life of the Sultan is in dan ger it he continues his efforts to elevate his subjects to the level of European civili zation. The London Court Journal of the 20th says, that when Dichitsch had received in formation that the Sultan was disposed to treat for a peace, he assured the allied am bassadors that if the commissioners were named he would not march upon Constants o pie, having received order* to act with the greatest moderation, and to avoid n)l useless conquests. It is stated by the same authority, that on hearing that a general insurrection was feared in the citv, the Kusssian (ieneral sent to offer a detachment to protect the Sultan and the city. It is added that this might have occasioned the rumor of the capture of Constantinople. The London Courier of the 28th, says? ??We are infotmcd on very good autfiooity that the ministry will be changed. We are vet ignorant who the new ministers will i?e, but are very certain that Lord Wel lington and Mr. Peel will form no part of the new ministry." VAKIBTY. [From lh?. We look ut>on this as one of the finest specimens of tne figure Ironia that we have for a long time seen. That the likelihood of Mr. (May's elevation to the presidency is as strong as his wishes to re mnin in privacy are sincere, we have not the slightest doubt. If any person should be <1 ispaaed to consider the prognostications of the Ohio editor serious, instead of ironi cal, we are inclined to think that their fore sight will turn out to be as incorrect as that of the neighlmra, in C?oldsmith's ballad, who foretold the death of the good man who had been bitten by a t|f>j?.
