The historian re marks that Mr. Townsend'a policv was vii? dlcuietl in the pompous dialect of the pen sioned Johnson, but none of his arguments could juitify It?neither will Mr. Madi son's. It is idle to attempt a distinction as he has done, between the case of Great Britain In 1768, and the present one of this country.
