The State Hoard of Charities has written to the editor of the Wal terboro- Press aod Standard making suggestion for handling the alms house problems that are decidedly in teresting. . Columbia. April 6. 19.16. Mr. \V. W. Smoak. Kditor. .. The Press and Standard. Waltefboro, S. C. • • Dear Mr. Smoak:’ v I have been very much Interested in reading of your plans for develop ing the counties in me lower south western portion of SAith Carolina. It ,/WTurs to me that you and the other editors of that section will be .interested in .promoting this section along social as well -as industrial lines. The social promotion ,whlch I have.in mind is the.formation of^fi distiht ahns-boiise in your seetion of the State. ,Believing that the larger the alms house. the n\ofe efficiently and eeo-. nominally it could Ite run. the Slat* Hoard of charities and Corrections , hr'; d’“c?de<l .to m counties advao'- tageously local***! to unitu in earing for their paupers., It seems to. u ; that it would he i) good Idea lor CoUetbn. fiampton. Jasper and Beaufort’ to unite to forut a district almshouse. At present^ only .Hampton and Beaufort have almshouses. The plant of the Beaufort almshouse is very small and tfiat county almost entire ly depends-on outside aid a* the svfctem of relieving its paupers. The almshouse in Hampton Is somewhat huger than that in Reaufort. Jasper has a short list.Ql paupers whom it assHMs by out door relief. As ypu know, your eoupty depends entirely upon the outdoor aid system to care for its paupers. Investigation in other ptate*? has shown that outdoor relief for paup er H is both wasteful and inefficient Our Annual Report will tell you of conditions we found In Dillon last' year in regard to outdoor ,-jelief there,. . - . As far as the management-of the district almshouse Is concerned we have no'.definite plan as yet. It would seem, thought, that ap adequate ha 5 sis on which to conduct such an in stitution would be to hav<i the roun- birs irl the district pya for its main tenance proportionately to the num ber of paupers whom they commit. Of course the formation of the dis trict almshouse, taking it for grant ed that it is to be a hospital home for the aged, infirm, presupposes • hat the counties' treasuries will no longer be drained for outdoor relief, except possibly in emergency case«. So far ns your district is concerned, the ideal location, geographically, for an almshouse run jointly by Hampton, Jasper. JHytufoj-t, and Col leton counties, would* be at Y'em- assee. I would feej very glad to have you and the editors who are to meet with you soon think over the proposal for a district almsJiouse in your section of the State. You, may give it. too. any publicity you wish, j.S we are anxious to have the matter thorough ly tested * With kindest regards. I am, Yours truly, A. J. OLI’MIANT. „ ' Assistant Secretary.
