At present^ only .Hampton and
Beaufort have almshouses. The plant
of the Beaufort almshouse is very
small and tfiat county almost entire
ly depends-on outside aid a* the
svfctem of relieving its paupers. The
almshouse in Hampton Is somewhat
huger than that in Reaufort. Jasper
has a short list.Ql paupers whom it
assHMs by out door relief. As ypu
know, your eoupty depends entirely
upon the outdoor aid system to care
for its paupers.
Investigation in other ptate*? has
shown that outdoor relief for paup
er H is both wasteful and inefficient
Our Annual Report will tell you of

year in regard to outdoor ,-jelief

As far as the management-of the
district almshouse Is concerned we
have no'.definite plan as yet. It would
seem, thought, that ap adequate ha 5
sis on which to conduct such an in
stitution would be to hav<i the roun-

tenance proportionately to the num
ber of paupers whom they commit.
Of course the formation of the dis
trict almshouse, taking it for grant
ed that it is to be a hospital home
for the aged, infirm, presupposes
• hat the counties' treasuries will no
longer be drained for outdoor relief,
except possibly in emergency case«.
So far ns your district is concerned,
the ideal location, geographically,
for an almshouse run jointly by
Hampton, Jasper. JHytufoj-t, and Col
leton counties, would* be at Y'em-
assee.

a district almsJiouse in your section
