T ’'•> * h.. a . • ✓ The Peoples Barber letter the people ! Cedar Springs, S. C. Oct. 17. TJ the voters of the State of Soufh Caro jlina: i At the last meeting rif the General , \ssonibly at ou,r suggestion. . two l amcpdmenU to our State Constitu- tion were proposed for the better- me;.l of this Hchool io be >oted upon by you tt the cotniug general elerc- iioi. If the«o two proposed ameni nrnfs fire approved by the people of this State voting ‘‘Yes'* ttpon bold ot them the SchoqJL-for the Deaf •md the Blind will no longer be 'classified with the Penal and Chari table but with the Educational De partment of the Stale. In order o effect this change of elasalflcationi' it is necessary to amend our Consti- jiutlon in two places. First it >1$ necessary to so amend as to take the school from the Penal and Charitable Section. A second amendment is necessary to place the school under the Educational Section. At the coming general election in November you will be asked to cast olther for or against these t«o pro posed amendments. , Knowing that the people of this State will unifor mly vote “Yes" on these two amend ments provided they are informed as to their improttanre to this school I deem it my duty, as tho represen tative of this school, to addresa this latter ’to Jyou. A century ago the deaf and the blind children of these United States .were allowed to remain a burden to their parents and their friends. About a half century ago. great ad vancement had been made when a large majority of the states bad established schools undqr the name of “Asylums" for the deaf and the .blind ehlldren v So ignorant were 'be masses of the people In regard to the ability and needs of these children that they could not dis associate the charitable Idea from a t eaf and a blind child. Bat there as come ji general awakening In all ours tales. They are recognis ing the fact that every deaf sad every blind child within the boands of these United has a right to hope for aa educatias sad a right to hope that It will not bo handed out to him with the label of charity upon It while bts more fortunate brothers and sisters get the same thing and thereMa not tho suspicion of charity wltlTtL The work done at our school Is educational In the highest sense for it Includes Instruc tion along literary, musical, IndSgh trial, physical and moral lines. Our graduates are successful men «nd women winning their way tc the world and gaining the respect of the people around them; they are never objects of charity and the school that makes them shonld nor be classed with the penal and cbarlta Me work of oar State. For years, for all practical purposes, oar class! fleation has been educational but legally we have carried the stamp of charity upon us. To take away the last vestige of the charity idea from our school I respectfully ask that you vote “Yea" upon both of these proposed amendments. Then 1 ran say to the boys and girls un der my care and to the large and re spected alumni of oqr school that Sooth Carolina will no longer stomp Charity apon tho eduratios al|e Is giving, sad will eonttnne to give so freely to her deaf sad her btlad child, res. Feeling sure' that tho people of this State will gladly avail them selves of the opportualty to vote “Tee” upon both those amendments. I am.
