it is necessary to amend our Consti-
jiutlon in two places. First it >1$
necessary to so amend as to take the
school from the Penal and Charitable
Section. A second amendment is
necessary to place the school under
the Educational Section.
At the coming general election in
November you will be asked to cast
olther for or against these t«o pro
posed amendments. , Knowing that
the people of this State will unifor
mly vote “Yes" on these two amend
ments provided they are informed
as to their improttanre to this school

A century ago the deaf and the
blind children of these United States
.were allowed to remain a burden to
their parents and their friends.
About a half century ago. great ad
vancement had been made when a
large majority of the states bad
established schools undqr the name
of “Asylums" for the deaf and the
.blind ehlldren v So ignorant were
'be masses of the people In regard
to the ability and needs of these
children that they could not dis
associate the charitable Idea from a
t eaf and a blind child. Bat there

all ours tales. They are recognis
ing the fact that every deaf sad
every blind child within the boands
of these United has a right
to hope for aa educatias sad a right
to hope that It will not bo handed
out to him with the label of charity
upon It while bts more fortunate
brothers and sisters get the same

at our school Is educational In the
highest sense for it Includes Instruc
tion along literary, musical, IndSgh
trial, physical and moral lines.
