ISIS: I wish to thank the ladies of . the Civic League for the compliment paid me In asking me to address them, and especially for naming my subject for me. I would have been at a bps as to what would interest you most. Though I must confess that to write upon Sanitation ia a rather dry subject. In the out set I wish to commend the seal and no ble efforts of your League in doing so many things for the good of the town, and 1 am sure without the en ergy end progressivenees of the good womefi bf Walterboro we would 3ti11 be in th# darl. ages of Civic prog- ££**. ... 1 ntij glad to have the epportunity of j-peaking to you upon the saiilmry •oru .tio’ir of Walterboro, but w'i.»t I * ' * ** Ray would be hi n whisper, for v.v hau very poor K.n:t:uirin h«-ro. However, this is in il;e borom o; the'family and must not leak out elsewhere^ lest we blush. It is a Ft range thing, though u fart that here we seem to give the tliincfi that tn&ke fo^ltealth the last place (n our Civlr-4'.eague activity, and tli«* order should In* reversed. I do tiot^Jwi&li to go on record triti- nsiug the prdjffeski^spirit thatAtave us our water system, but I do think the gr> at mistake lay in having wa ter v.orka in the homes'’ befon ' v.t- have an efQdent drainage* system jo carry oft the wastewater, but in^ttrad v.o are in th * position cf an abund ant wa*< r supplv and no place to drhe it jo but ’ the b.uM yard*; and tr. !i< k tomefl. t+ trouble, cet pools nr. a result and u>0f(ju tos as a cou- sequence. So umch then lor the mis take ot the water ey«;tem, and" we will pass it over quickly; and now "for the cause. Of course the logi cal remedy would be to install a re liable sewerage system, and this must be the thought upper most in our minds, and we must work to that'end until we succeed in having i sewerage system. I wish to rtty that I advocate this crying need in advance of any and all t'ivic League improvements, but at present this cannot be done for various reasons. Tin n the next best thing ta b<* done demands consideration, and that is the proper manner of dealing with the waste water that we have. Where ver city water is used in the homes here is bound to be waste water hi he yards truiess the eume is? drained off by a pipe, and then it must go some whore, anil Unless there is good natural draijuage a cesspool will re sult. and the best way to deal with tlies«* water iiob*s is to use kerosene >il freely at least once a week in each pool\and it we ali do tins w«- ^ * o would not havk no many mor-guito^s. Then where poaelble all houses ahonld be screen ed. not only In isolated openings bat nil dors and windows, especially Is this applicable to places of busineM where food is displayed for sale, ns the market, bakery and places that dispense cold drinks and ice" cream. The milk supply of our town should receive special attention, and Just here let us pause sod consider a plan to get an up-to-date dairy in our town. 6f course those of us who are so fortunate as to have our pri vate cow and .those -who use the "Tin Cow" are not so much affected by the milk supply. Though we should ail exercise every precaution against the contamination of the-| milk we^ral; kettles and utensils used to rontsin milk should always be thoroughly scalded and kept in a place where flies cannot reach them and the hands of. the milker should be closely noticed to see that they are properly bathed and cleansed before milking. The mode of handling milk cannot have too mnch care. The milk supply from dairies should [be under the supervitiop of the i board of health and no license grant-, Ud to those* fodnd to efcdel:nnuci*t in j r**ffard to the sanitary iar«f with j'vhkh f-e N mUk is-handlctl r.nd we ill should give orur undivided sup* ,/ort to a dairy that will use all san itary measures to/proteit the public viiich is at its mercy. ’This is a most important subject to coksider. and I rust that the' Civic League will give it their undivided support. This League wields n great power for good -and if you will go af ter It fight, I will pledge you my support and that of the Board of Health. You have things done in a far more sanitary way thaa. has been the custom here. There is a movement on foot to have a clean up day under the auspices of the state Civic League and I hope that all will take an active interest in poshing it forward. 1 expect to do all that I can toward influencing all with whom I come In contact with to create Interest in'this move ment. There is one thing I wish to say to your League as Health officer of your town and that is that I want you all to report to me every time he town cart fails to make a week ly round to your yards, and I will use these complaints as a method of getting better service, for in my opinion we‘ v have not enough carts to do the work.
