March 1.—By a vote of 244 to 95 the House today passed oyer President Taft’s veto the Webb bill, prohibiting shipment of intoxi cating liquors into "dry” States. The Senate passed It over the veto last night and tbe bill becomes law. Only one other time in.tbe last fit teen years has Congress overridden a President’s veto. That was when the Rainey river dam bill was passed over President's Roosevelt’s disap proval. President Taft based his veto al most entirely upon the ground that the bill was unconstitutiouaK,in that .t virtually delegated to the States control of interstate traflie in liquor. Alien he held that such control was vested solely in Congress. Attorney General Wichersham had given atui opiniom also holding the bill uncou- stitutional, and that the President forwarded to the Senate yesterday with his veto message. Kepassagc by Hig Margins.
