Cost and penalties $8.04 Confedrate Pensions Editor Press and Standard :— I avail myself of the privilege of your columns to say something of the history of above matter in our State. Previous to the year 1902. South Carolina gave but a small amount to pensions for confeder a he soldiers. In the year 1901 the matter came up before the S. C. Divison of United Confed erate Veterans at their annual reunion in Charleston, and committee was appointed of one veteran from each congressional district (the writer being the ' one from this district) to aitw upon the legislature at its next i session, amf urge upon them the necessity and justice of a raise in the same. The entire com mittee went, and spent three followed suit, and last winter, Florida did likewise; each giving at same time a reasonable aiioont to all widows over 60 yeari of ago. Will the dear old State, who tired the tint gun at Fori Sumt?r, i*e a laggard tu the race? I trust not. JThe confederate camps through out the State are taking the matter up. Many will send in overtures to the next convention, - amongst tltem Camp Heyward No., 402 W. C: V. of which the writer has the honor of being commander) the only camp in Colleton. Its overture, signed up by its otlicers, is now in tbe hands of the Kev. F. < >. S. Curtis, the popular pastor of the Baptist church here, who is our Chaplain, and Chairman of our delegation to said re union, who has made a study of the matter, and who will on August 12th at the next convention to be held in Green ville S. C., present the matter before the U. C. V .’s with his well know fore and eloquence. This is the only and proprer way to approach the legislature, that is through so augnst a body as the U. C’V.’softhe State. All other plans must fail. We look forward with confi. dence u> the result, and trust thaUhe Palmetto State will align herself in the race with her sister States of the South, and will be willing to say that tbe time has arrived for the confdorate soldier to be pensioned liberally not as an index of his proverty, but of his patriotism, just * as she did for the soldiers of the first revo lution, those of tbe war of 1812, and those of the Mexican war. Ts those who lost 1 arm or 1 leg $72, a year. 3rd. To those wounded in other respects $48, a year. 4th. To those over 60 years old, not wounded, $36, a year. 5th. To widows over 60 years old, who lost their husbands in tbe war $48, a year. 6th. To widows over 60 years old whose husbands died since the war, $86, a year. Said Act providing that in the event of tbe appropriation 1>y tbe legislature falling shoit the amounts going to Nos. 4 and 6 (known as classes 0. No. 2 and OL No. 4) should be prorated. And they have always been prorated for above reason: Tbe parties taking under these two beads getting about $20, a year instead of $86. Since the passage of above law •even years ago, tbe old confederates have been rapidly patent away. “Greasing the river and resting neeth the shade of the trees.” In the oonnty of Oolleton, the death-roll averages about 90 a year including tha widows. In a little while and they will all a be gone 1 It it believed, that another legislature, fresh from the people, will be willing to make a still larger in crease in tbe pensions of those left None of tbe soldiers here care for a soldiers home, they rather peas their last days srdUnd their old hearth-stonos, and taka what their dear old mother wil givotbem. Tbo old Dominion, (Virginia) betide her soldiers home, gives eieh survivor $100 a year. Georgia, a few years ago, it is true, and not more so to anyone else than to me, but let us remem ber that it is only a question of a few months when our old delegation, having profited by this disappoint ment, will be able to give us an election which can not be upset as this has been. Let us, therefore, go to work with renewed energy, seeing what manner of fight will be neces sary to give us the victory. Let the present situation tend to stimulate us to greater effort, rather than discouaage us. Now. there is nothing more natu ral than that you should feel impa tient with me for allowing this tan gle to creep into the Act providing for this election, and it is but jus tice tc myself that 1 explain what part I had in the matter and where the trouble came in. Mr. Gyles, of Aiken, was the aur thorof the bill providing for ■:* election on the question of “ Dispen sary or no Dispensary.” for his. County, to be had on the third Wed nesday in April. I offered an- amendment to his Bill to Colleton, giving us the same and all other provisions of the ADnu* election, and in this sfo^e it pamatf the Lower House but whtesM weak to* the Senate it wm there amends* br changing the .date to the last IVnwj day in August as to CoUaton. When this amendment came back to the House, being Mr* Gyle's bfll, hi% at tention was called to it, and rather than subject his bill to the delays at conference, he accepted the Senate Amendment, I having no notice of 1C When Senator Griffin told me of his amendment I expremed to (titer my disapproval, but he argued that ft made no difference, except to give more time to prepare for the elec tion arib that we should have a lar ger vote on the day of tin primary 4 than we would have in April. Tun will see, therefore, that my plnas Were good and that I am in no way responsible for tha present condi tion of affairs. Yours very tngy. * -ii Ntt ■.M ‘iNaiiSv!
