The report was drawn up , j? - I i by Ferdinand Larnaude, dean of the ] z Paris law faculty,* and Dr. A. G. De r Lapradelle, professor of rights of na- J tions in the same faculty. j The object of the inquiry was to ( investigate from a purely judicial S I- C point of view if the crimes committed J by the German Government and ar- j my involved the penal responsibility ] of the former German Emperor, what 1 tribunal should judge him and wheth- j er his extradition could be demanded. ( The authors of the report give a ( long argument against bringing the j( ex-Emperor before a tribunal of com- , mon law, because his will command- ] ' ? ed but his hand did not execute. They 1 I say that he was not principal offender 'and therefore he could only be pun- ; ished as an accomplice. An interna- ( tional tribunal consequently must be i > ? found.
