the report to which Premier Clemen-1 j

he had consulted two eminent jurists
on the real responsibility of the former
German Emperor, were made public
today. The report was drawn up ,

by Ferdinand Larnaude, dean of the ]
z Paris law faculty,* and Dr. A. G. De r
Lapradelle, professor of rights of na- J
tions in the same faculty. j
The object of the inquiry was to (
investigate from a purely judicial S

point of view if the crimes committed J
by the German Government and ar- j
my involved the penal responsibility ]
of the former German Emperor, what 1
tribunal should judge him and wheth- j
er his extradition could be demanded. (
The authors of the report give a (
long argument against bringing the j(
ex-Emperor before a tribunal of com- ,
mon law, because his will command- ]
' ? ed but his hand did not execute. They 1

the extradition of the former German
ruler can not be refused as he is not
a political refugee. The report says:
It is anti-juridical to assimilate

are crimes of public law and international
law, not political crimes."
