( 3. Persons required to register. . All male persons, citizens of the ( United States, and all male person? j. residing in the United States, who have, since the 5th day of June. ] 1917, and on or before the day set j s for registration by the President's j1 proclamation, attained tne age ot 211 years, must register. The only ex-' f ceptions are persons in the military I < or naval service of the United States, 1 j which includes all officers and enlist- j J ed men of the Regular Army, the \ Navy, the Marine Coirps, and the 1 < National Guard and Naval Militia, j* while in the service of the United < States, and officers in the Officers' j1 Reserve Corps while in active ser- j c vice. 1 Persons not subject to registration j j on account of being in the military i j or naval service of the United Statesj ( become subject to registration andj j are required to register immediately! t upon leaving such military or naval 12 service. j I An alien who enters the United * States for the first time after the * date set for registration by the presi- j dent is not subject to registration, | c unless he declares his intention to11 ! ( become a citizen of the United States.; ^ Citizens of the United States or; t persons who have declared their in-! c tention to become citizens of the J United States who do not register 11 on account of absence from the ter-js ritorial limits of the United States i are required to register within five ? days after their return to the United 0 States. * 1 a 4. Failure by any person re-1 f quired to be registered to perform c any duty prescribed by these regula-, t: tions is a misdemeanor, punishable i \ by imprisonment for one year, and t may result in loss of valuable rights 11 and privileges and immediate indue-! tion into the military service.
