I / Columbia, Dec. 28.?Instructions were issued today by the South Carolina taxi commission to the auditors of the several counties of the State and the I chairmen of the boards of ; assessord throughout South Carolina to assesfe 50 per centum of the real value of all the taxable property in South Carolina in 1918. The instruc tions wj^re the result of the conference hdld by the tax commissioners sioners|rE?.tetaoin shrdlucmf wypsh with thfo auditors and the tax assessors o? the various counties, who were i% session here last night and today discussing the various phases : of the fex situation in this State. Adopting the recommendation of Governor Manning, made in the course of his speech before the tax . officios last night, the commission also decided to memorialize the legislative to fix a "flexible levy" in the next appropriation bill. Should the assessment of 50 per centum raise morepmoney than appropriated for the reeds of the State by the next general assembly, then the officer desig$atefc by the legislature can reduce |ut not increase the levy, if the "neXHiO ICVJ t cwiumcuuai.ivu aw jtJrged to "Do Their Bit.'* Jajp P. Derham, a member of the tax dmmission, today urged upon the counpr auditors and tax assessors of the jtate to "do their bit" by en' dea^Sring to secure a true and hon est Jaluation of the taxable property (? the State and thereby make the |>lan instructed by the commission! a success. Out of the various discissions entered into was gleaned theiact that there was nothing like an equality of assessment throughoutlthe State, particularly on real estate; and that thousands of acres arei not returned at all. Some plan of equalization was asked {tor by auditors W. Y. Smith, of Aiierson; J. S. McKenzie, of Flor/ ene, and B. N. Richardson, of Ande son, for their respective counties, in speeches depicting the tax proble ts they had to confront. ' )escribing the relation of the countyjauditor to the tax commission, E. PJ Wilson, secretary of the commissijnr asked for the cooperation of tli county officials. [Various phases of the law bearing 01 the tax commission and the act coating that body were dealt with w w H. Townsend of the Colum bja bar, who assisted the office of tie attorney general in litigation against the tax commission. That Smth Carolina should not fail into tie condition of Kentucky, where so i uch trouble has been experienced i tax matters, Mr. Townsend urged lie adoption of some uniform plan i f equalization for this State. Junius T. Liles, of Orangeburg, < lairman of the way^and means committee of the house, urged upon the < ounty auditors and assessors present lere today to devise some method of foualization to lift the "tax burden," is it is so frequently called. He pledged his support as a member of jhe general assembly to anything 4 vhich could be done to remedy conditions in South Carolina, j Various other members of the conference expressed themselves on the kx situation and the concensus of pinion seemed to be that the method instructed by the tax commission vas the most feasible that c<5uld be Revised at this time. The gathering lefore adjourning this afternoon Hedged its cooperation in the carrying out of the instructions. "Diamond Jim's" Estate.
