I / Columbia, Dec. 28.?Instructions were issued today by the South Carolina taxi commission to the auditors of the several counties of the State and the I chairmen of the boards of ; assessord throughout South Carolina to assesfe 50 per centum of the real value of all the taxable property in South Carolina in 1918. Adopting the recommendation of Governor Manning, made in the course of his speech before the tax . officios last night, the commission also decided to memorialize the legislative to fix a "flexible levy" in the next appropriation bill. Out of the various discissions entered into was gleaned theiact that there was nothing like an equality of assessment throughoutlthe State, particularly on real estate; and that thousands of acres arei not returned at all. Some plan of equalization was asked {tor by auditors W. Y. Smith, of Aiierson; J. S. McKenzie, of Flor/ ene, and B. N. Richardson, of Ande son, for their respective counties, in speeches depicting the tax proble ts they had to confront. ' )escribing the relation of the countyjauditor to the tax commission, E. New York, Dec. 19.?A net estate of-only $1,219,809, several millions I short of the estimate of his wealth 1L made by friends when he died, was B left by James Buchanan Brady, "Dia mond Jim," it was disclosed today by r the filing of an appraisal by the State comptroller. Total assets were $1,546,876, but deductions of $327,067 HH were made for administrative expens^B es and debts. GUATEMALA CITY DESTROYED. Earthquakes Ruin South Americai Capital.?125,000 Homeless. Washington, Dec. 30.?Guatemala City, capital of the little Centra American republic of Guatemala, ha! been laid in ruins by a series of earth quakes beginning Christmas day aiu culminating last night in violen shocks which completed the work o destruction. A cablegram to the na vy department today said 125,00( people were in the streets withoui shelter and that a number were kill ed by falling walls. Naval vessels in Central America: waters have been ordered to rendei all possible assistance. Following is the brief dispatcl which brought the news of the catas trophe: "Bad earthquake yesterday finish ed the work of others. Everything in ruins and beyond description as ? result of last night's shock. On( hundred and twenty-five thousam people are in the streets. Parts o: the country are very cold and windy Tents are needed badly. Quite ? number killed yesterday by fallini walls." The shocks probably occurred between 5:57 and 7 o'clock last night Violent quakes were recorded at thai timo by the seismograph of the Georgetown university observatory and the distance was estimated al 1,900 miles from Washington.
