The qualification'for-suffrage: Managers of election shall require of every elector offering to vote at any election, before allowing him to vote, the production of his registra tion certificate and proof of the pay ment of all taxes, including poll tax, assessed against him and collectible during the previous year. The pro duction of a certificate or of the re ceipt of the officer authorized to col lect such taxes, shall be conclusive proof of, the payment thereof. Provided further, that each elector shall be a bona fide resident of the section proposed to be formed into said new county. Section 237.
