France, Nov. 1, 1918 Dear family: / How are you all getting on by this time? ,Well I hope. I am getting along fine and am fattening, guess you all won’t know me when I get home. I am still at the Base Hos pital helping in the hospital, and eat ing plenty to fatten a pig. Have asked to be stationed here to help wait up on the sick and afflicted. It isn’t a very pleasant work as you know, but when I think of God’s words and com mandments, I feel like I could do more my duty by doing this work than any other way, and in that way it is a pleasure to me to help here. I get to see boys from almost every State in the Union, but I haven’t seen but one from old S. C., I think he is a first lieutenant. He seemed to be glad to meet one from his State. Guess you have about finished gath ering this year’s crop. If not. hurry up find finish before I get home, for I will be out of practice, and it might be too cold to learn how. Guess the weather is getting cold by this time. It isn’t so cold here, have only sat by the stove about one day, but it is cloudy and raining most of the time. Say, when did you see my girl? I haven’t heard from her since I left the States. Do you all go to church much ? I haven’t been to church since I spent the day with Mrs. Parker in Columbia. Guess I will close for I have not any news to write, just thought I would write a few lines, for I know you are always anxious to ear from me. Whereas, petitions have been filled, signed by more than one-third of the qualified electors of certain por tions of Barnwell and Hampton Coun- tjes proposed to be cut off to form a new county styled and called ' In a head-on collision on the Barn- well-Blackville' public road Sunday af ternoon, the automobiles of Mr. B. M. Jenkins, Jr., of Kline, and Mr. McEl- heny, of Brunson, were badly dam aged. Fortunately none of the occu pants of the cars were injured, al though both machines were running at a rapid rate of speed. County and embracecMvithin the fol lowing lines, to-wit: ^ " 2. Beginning at a point in the Sa vannah River on the South Carolina and Georgia boundary line opposite Steel Landing and running in a North erly direction to a stake at Steel Land ing; thence a straight line North 43 degrees East about 6.12 miles to a stake at or near the intersection of the Barnwell-Robbins public road with a road leading to Millett; thence South 73 degrees East about 5.23 miles to a stake at or near Stinson’s bridge on Lower Three Runs; thence South 70 degrees East about 5.50 miles to a stake at or near Goodson’s Mill site; thence East about 4.72 miles to a stake on Well Branch; thence down the run of Well Branch to the Bam- well-Bamberg County line; thence down the Bamwell-Bamberg County line to its intersection with the Barn- well-Hampton County line; thence Southwesterly along said Bamwell- Hampton County line to its intersec tion with the Eastern /bdge of the right-of-way of the Seaboard Air Line Railway; thence in a Southerly di rection along the said Eastern edge of the said Railway right-of-way to a stake 8 miles and 200 feet from the Hampton County Court House; thence in a Westerly direction to the con fluence of Beach Branch with the Coo- sawhatchie River; thence Up the run of said Beach Branch to its intersec tion with the Eastern edge of the right-of-way of the Southern Rail way Co.; thence Southerly along said Eastern edge of said right-of-way 3.78 miles to a stake; thence South 49 degrees West 1.68 miles to the Junction of the Hudson Ferry Road and the Sisters Ferry Road; thence Southerly along the South side of the said Hudson Ferry Road to a stake about Vi mile above Long Creek bridge; thence in a straight line South 71 degrees West about 1.75 miles to a stake on the East side of the River Road about 1-4 mile Noc^i of Long Creek bridge on said River Road; thence in a straight line South 55 de grees West 10,104 feet to a stake be tween an Iron Wood tree and a small branch; thence West 3,306 feet to a stake on the .East side of Savannah River; thence continuing West to a point in the Savannah River on the South Carolina-Georgia State line; thence Northerly along said South Carolina-Georgia State line to the point of beginning. 3. Whereas, the boundaries of the proposed new County, the number of inhabitants, the taxable property, as well as all other requirements of the Constitution and Statutes have been found, to be and are as set forth in said petition. 4. iyhereas, the report of the com missioners, appointed to ascertain the facts as provided for by law whether the requirements of the Constitution and Statutes as to area, distance, wealth and population and shape, et cetera, are complied with and are as stated in the petition, has been filed in this office, wherein it appears that 'the law has been fully complied with in every particular, which is hereby Confirmed. 6. Whereas, as no election has been held upon said petition. in said area upon the question of the formation of such new county upon the name there of and the location of the county seat therein within four years previous to the date hereof. 6. Whereas, under the Constitu tion and laws of this State the peti tioners are entitled to have ordered and it is made the duty of the Govern or of the State to order an election in said area upon said questions. 7. Now, therefore, I, ^Richard l. Manning, Governor of the State of South Carolina, by virtue of the pow er conferred upon me by the Constitu tion and laws of this State do hereby order: ^ That an election be held in the ter ritory embraced within the proposed new county on the '2nd Tuesday, the 14th day of January A. D., 1919, upon the question of creating-the said new county* and. that at such election the shall sign, seal and certify as the man- qualified electors within the proposed area shall vote upon ?aid question, those favoring the proposed new coun ty to vote “YES” and those opposed to vote “NO.” 8. That the Commissioners of State and County elections of the Counties of Hampton and Barnwell respect ively do make alt necessary arrange ments for holding said election and shall appoint managers and * do all things necessary for the holding of the same. 9. That the Commissioners of elec tion of each of said counties shall have prepared* printed tickets as provid ed for in Section 236 in the Code of Laws, 1912, Volume 1,-as amended by an Act passed by the General Assem bly at its special session in 1914, and approved the 30th day of October, 1914, said Act being No. 6 in the Acts of said special session; and the said Commissioners shall furnishHhe same to the managers of election for the use of the voters at said election. The form of the ticket shall be as follows: Form of Ballot. 1 Special election upon the question of the formation of a new county out of parts of Barnwell and. Hampton Counties, held 1919. Shall the new county be formed? Yes. No. What shall be it» name ? .Where shall the county seat be lo cated ? 10. That at said election the ques tion of a name and a county seat for said proposed new county shall also be submitted to the said qualified elec tors. 11. That the said election shall be held and conducted under the same rules and regulations ms provided for by law for regular, and general elec tions. That the Commissioners of Elec- tioh shall appoint managers of election as provided for by law, who shall be sworn before ^entering upon the dis charge of. their duties as provided for by law, and they shall open and close the polls as provided for by law. In case no voting place now established by law shall exist in any part of the territory'by reason of the voting place of the voters residing in this territory being on the outside of the lines of the- proposed new county, the Commission ers of Election shall in that event op en the regular and usual voting place for these voters on the outside of the territory of the proposed new county and the election shall be otherwise conducted there just the same as if the said voting place were located on the inside of the territory of the pro posed new county; provided, however, the managers of election ehall be care ful not to allow any one to vote at said voting place unless ne resides and lives within the territory of the pro posed new county, and be otherwise qualified to vote at such election ac cording to law. The managers of election when the polls shall have been dosed shall pro ceed without interruption * to count and tabulate the same; they shall make a written return of the number of votes cast for and against the for mation of the new county, as well as upon the name thereof, and the loca tion of the county seat therein; they agers the result of said election, the same together with the ballot box, ballot and poll lists and everything else appertaining to said election shall be by them forthwith turned over to the Commissioners of Election as re quired by law; that the Commission ers of Election for each of said old counties shall as provided by law tab ulate the vote and declare the result of the election an% make due and proper return thereof as required by law to the CJerk of Court of their respective counties, to the Governor of the State and to the Secretary of State, in all of which careful and de tailed compliance with the law is en joined and ordered. 12. Under the terms of the Con stitution it is the right and privilege -of the voters-to name the new-eoun- ty as well as locate its court house site. The voters are not bound by any proposed name for the County or site* for the court house, even though such- name and site may appear in the pe tition seeking the formation of the hew county.
