The text of the Amcriran note to Germany, ^Igned by Secretary ban sing and addressed to Ambassador Gerard ;nt Berlin, follows: v ^ "You are instructed to deliver to the secretary of foreign affairs a communication .reading as follows: “I did not fail to transmit imme diately, by telegraph, to my govern ment your excellency’s note of the 19th instant in /egard to certain at tacks by German submarines, and particularly In regard to, the disas trous explosion which on Marfch 24, last, wrecked tho French steamship Sussex in the English channel. The law of imtlons in ,thesjs matt'ers, upon which tho gov ernment of the I'n I ted. Slates based that protest, is not of recent origin or founded up’on merd arbitrary prin ciples set up by convention. It is based, op the contrary! upon manl iest principles of humanity and has long been established with the ap- provbl and by tho exptess assent of all civilized nations. "Tliej imperial government, not withstanding, persldted In carrying, out the policy announced, expressing^ the hope that The dangers involved,, at any rate to neutral vessels, would bo reduced lo a minimum bj the In structions which It had issued to the commanders of its submarines,.and assuring the government of tho United States that It would „t ake every possible precaution both to re spect tho rights of neutrals ahd to safeguard the lives of non-combat ants. The Allies refused to use the water route for fear of submarines. Greece’s present difflculttda have arisen through the demands bf tho Allies concerning the transportatioh 'of tho Serbian .'troops from their Present has* at Corfu to the fighting line on tho Saloniki front. In the ordinary way transports would have conveyed, the Serbs from one point to the .other. They would have been shipped at Corfu and three days later disembarked at Saloniki, but the voyage from the west to the cast coast of Greece, from, the Adri atic to the Aegean Sea, is an under taking full of peril for troop ships. The scheme, tentatively approved, has been to bring tho Serbs to Patras, a sea Journey of tw’eive hours by tho Corfu canal route, which is comparatively safe. From Patras there is no direct railway lipc across Greece to reach I,arisen, and thence Volno on tho east coast. Tho only available railway route is tho Pelop- penesslan lino via Athens.
