"You are instructed to deliver to
the secretary of foreign affairs a
communication .reading as follows:
“I did not fail to transmit imme
diately, by telegraph, to my govern
ment your excellency’s note of the
19th instant in /egard to certain at
tacks by German submarines, and
particularly In regard to, the disas
trous explosion which on Marfch 24,
last, wrecked tho French steamship
Sussex in the English channel. I
have now the honor to deliver, under
instructions from -my government,
the following reply to your excel
lency:
“Information now in tho posses-

States fully establishes tho farts in
the case of tho Sussex, and the in
ferences which my government has
drawn from that information it re

In the ordinary way transports
would have conveyed, the Serbs from
one point to the .other. They would
have been shipped at Corfu and three
days later disembarked at Saloniki,
but the voyage from the west to the
cast coast of Greece, from,the Adri
atic to the Aegean Sea, is an under
taking full of peril for troop ships.
The scheme, tentatively approved,
has been to bring tho Serbs to
Patras, a sea Journey of tw’eive hours
by tho Corfu canal route, which is
comparatively safe. From Patras
there is no direct railway lipc across
Greece to reach I,arisen, and thence
Volno on tho east coast. Tho only
available railway route is tho Pelop-
penesslan lino via Athens.
