Highway No. 1 JUST WEST OF CAMDEN Emphasizing that the Selec tive Service Act of 1948 provides no blanket deferment for agricul tural workers, Marion B. Wil liams, local board chairman for Kershaw county, said this week that local boards are required by law and regulation to consider each farm worker’s case indi vidually, just as other registrants’ cases are considered. Mr. Williams said that regula tions issued by the president pro vide for a deferred classification for farm workers only when the following conditions are met to the satisfaction of the local board. 1. The registrant must be “em- loyed in the production for mar- et of a substantial quantity of those agricultural commodities which are necessary to the main tenance Of the national health, safety, or interest. 2. ‘The production for market of a substantial quantity of agri cultural commodities should be measured in terms of the average 'annual production per farm work er which is marketed from a local average farm of the type under consideration. The production of agricultural commodities for con sumption x>y the worker and his family, or traded for subsistence purposes, should not be consider ed as production for market. Pro duction Which is in excess of that required for the subsistence of the farm families on the farm under consideration should be considered as production . for market.” Mr.. Williams observed that still^doesn’t the com- Club agricultural meet the requirements in tion of the regulations defining necessary employment He quoted as follows: M A registrant’s employment ir\ industry or other occupation, ser vice in office, or activity in study, research, or medical, scientific, or other endeavors shall be con sidered to be necessary to* the maintenance of the national health, safety, or interest only when all of the following condi tions exist:' “1. The removal of the regis trant would cause a material loss of effectiveness insuch activity.’’ Mr. Williams stressed that de ferments based on igiiculiural and other civilian occupations are rot permanent. ‘They are issued for one year or less,” he said, “and local boards have instructions to classify a registrant is available for service whenever the cause for his deferment ceases to exist.” He explained that the designa,- lion Class 11-A is, used to indi cate those deferred by reason of civilian occupation other than agriculture, and that Class i i-< is used to designate registrants de ferred because of agricultural oc cupation.
