After the entire completion of the work ,a notice, the same as the foregoing, shall be given the in spector for the final inspection, and if he finds the work has been sat isfactorily done, he shall Issue a certificate, of inspection. This certificate does not reliera the rtectiician of his responsibili ty for any defective work which may have escaped the notice of the inspector. Section 7.
