The blanks were distributed from 45,000 postoffices to all employers in industrial and buisness pursuits. Each employer is expected to fill in the number of employes and the na ture of his business. 'These blanks most be returned to local postoffices by November 21. When the applications have been received by the postoffices, the specified number of employe. appli cation blanks will be set aside for each employer and delive^ to him November 4.
