Woodford to inform Sagasta and the Spanish cabinet that the answer sent to her demand is un satisfactory. The diplomatic correspondence has increased at this point. The President is still firm in hjsdetermination, and will lead Congress next week in the policy to be pursued. He will send his message to clearly outlining the course of the administration and leaving no ground for wavering, or excuse for Spain to think that there is hesi tation or indecision on tbe part of the nation. ^ The president knows that the crisis has come and that to-day it means war. He is ready. The cabinet is with him and so will congress be next week.
