The weather report reads: "Fair to-night and to-morrow, alightly warmer to-morrow.” This morn ing at 7 o'clock the thermometer registered 20 degrees, the lowest for this winter. The ad mission fee has been reduced to twenty-five cents (25c.) all over the house. The curtain will rise at 8.30 o’clock sharp. The following bill was passed upon by the grand jury this morn ing: Alex Jackson, breaking and entering railroad car, no bill. Only one case has been finished to-day up to the time of going to press, trs: Sally Swiuton, assault and battery with intent to kill, guilty. She was fined $30 or given 60 days iu the couuty jail. The case of Lucius White and John Holmes, car breaking and larceny, is now iu progress. The Destiny of Woman. I think that the Almighty in tended the work of woman in this world should be, above all, the rearing of a family. He gave into her keeping the souls and characters of the young, to make or to mar. And surely there is no nobler or more responsible work than this. From the home—the domain of wo man—spring most of the highest impulses of humanity. And to fit woman for her great work the Cre ator made her of a finer cast than men; there is nothing on earth so noble, so pure, so exalted, so near the ideal of character, as a good woman. Woman can rise higher than man; but she can likewise sink lower. The very height she can attain seems to make her fall the greater when she does fall. There is great strength and great weak ness in woman’s character; and it is a vital duty of men, whose greater evenness ot temperament gives them greater self control, and con sequently a commanding position, to do e /erything in their power to enable the woman to be true to her higher nature. I believe that, all things else being equal, the happiest woman is the woman who is a mother and the maker of a home; but if she can not fulfill her true destiny, if she must enter the business world, she should be given the greatest con sideration, simply because she is a woman. I have heard women say that they ask for nothing on the ground of sex. Even in a purely business matter my attitude and manner toward them are not just as they would be toward men.— Dwight L. In the lower house of the gener al assembly yesterday’s session was devoted to discussion. There was no end pf it. Matters relating to counties were the subjects of debate and many members hail their speeches to make. The house was in a talkative humor, and in consequence precious little headway was made upon the calendar. Mr, John P. Thomas. Jr., intro duced a resolution to the effect that it is the sense of the house that the provisions of the Consti tution relating to members of the house holding two offices does not apply to chairmen of house com mittees who are ex-officio members of State boards. Mr. Kinerd has introduced a bill to require all common carriers to pay all loss or damages for loss or breakage of any article shipped over their lines. Below are some of the new bills : Mr. Speer—To allow county supervisors to clean out rivers with county convicts. Mr. Gage (by request)—To pro hibit the manufacturer and sale of cigarettes in this State. Mr. Henderson—To allow min ors not under 19 years of age to apply for and be admitted to the bar. Dr. Wyche—To amend the law relating to boards of health, so as to pravide that members of the boards be elected by the town coancils and not at general elec tions. Mr. Sanders—To provide for standihg legislative committee to investigate and examine into the management of the penal and charitable institutions of the State. Mr. Uderton—To provide for the removal of any county official for incompetency, neglect of duty, etc. The Cuban resolutions adopted by the house were returned by the senate with the last and most im portant one stricken out. The house concurred in the senate amendment without debate. A favorable report was present ed on Mr. Ilderton’s graduated li cense bill. The hohse concurred ia the sen ate resolutions relative to the ar bitration treaty between the Uni ted States and Great Britain. Among the matters unfavorably reported were the following : Mr. Witherspoon’s bill relating to the free school l^w. The law to allow Mr. Blease, a minor, to apply for admission to the bar. The bill fixing the fees of wit nesses attending the coitfts of general sessions. The bill to require to 80 per cent. ' of the road tax to be applied to the improvement of bridges and roads in the several townships of the j State. . Mr. Gage's bill to authorize the | purchase of an abstract of the co lonial records to be prepared by Mr. J. H. Rice, Jr. Adopted. The bill to require married li cense in this State. The speaker announced the com mittee, one member from each county, to whom all matters rela ting to the dispensary law and pensions are to be referred. Mr. McWhite is on the committee. Mr. McCullough’s bill to amend the free school law was referred to the committee on public schools. Mr. Timmerman’s bill to forbid certain county officers from mak ing contracts, etc., in excess of appropriations, etc., and making a violation thereof a felony, was in definitely postponed. The bill to require certain coun ty officers to keep an itemized ac count of their income, etc., was ordered to a third reading. At the appointed hour “the hon orable the senate” arrived to can vass the returns of the senatorial electi'in. President McSweeney stated the object of the joint as sembly. The journals of both houses were then read. Gen. Jos. H. Earle was thereupon declared elected ssnator for the term of six on the 4th d*y March nlf I ft THE SEMATE. Mr. Morris’ bill requiring all students at Clemson to pay a tui tion fee of $46 each per annum except such indigent students ns the board might see fit to exempt, passed its second reading. The unfavorable report of the committee on Mr. Ragsdale’s bill to take away from judges the right to set aside jury verdicts was adopted. Mr. Buist’s resolution urging upon the senators of the United States the importance of taking prompt action in favor of arbitration between the United States and Great Britain, was adopted without commeat. Mr. Ragsdale’s unfavorably re ported bill to regulate the running of trains went on the Calendar. Mr. Mayfield moved to reconsid er the vote on the resolution to let a bill be introduced for the con solidation of the Atlantic Coast Line railroad.
