\ / Death of a Carolina Lady. Washington, Dec. 12—Mrs. W. B Seabrook, a clerk in the Patent Office, interior department, died suddenly this morning shortly af ter entering the building. Mrs. Seabrook was in the dressing room of the office and had just removed her wraps when she remarked to a lady clerk that she felt ill. The cause of her death is thought to be heart disease. Mrs. Seabrook Was a member of a distinguished family of that name of South Car olina, having be**n appointed from Charleston, S. 0. She was a sis ter-in-law of Dr. Bellinger, a noted physician ofthutcity. .'!rs. Among the bills introduced in the Senate to-day was one by Mr. Call providing that passenger transportation on all railways en gaged,iu interstate commerce shall -ridtf*ekceed one cent per mile. Sleeping car charges are ordered to be reduced tb $1 for each 24 hours of occu pancy. Freight charges are or dered to be reduced to an amount not exceeding that necessary to pa/ interest (not exceeding five per cent.) on the present value of the railroads engaged in interstate commerce, estimated upon the ba sis of the cost at which such rail roads could be duplicated to-day. A fine of $10,000 for each viola tion is provided (half of which is to be paid the informer) or by im prisonment for not more than one year. Drawing Closer. Birmingham, Ala., Dec. 12.—An evidence of the growing popular sentiment in the South looking to an extension of trade relations with the Northwest is found in the replies to the letters sent out by the Southern and Northwestern Industrial associatiou, with head quarters in this city. Among the bankers, manufacturers and mer chants, there is almost an unani mous endorsement of the move ment to bring the South and the Northwest in closer touch on com mercial and industrial lines. Dunraven Delayed- London, Dec. 11.—Lord Dun- raven, who vras a passenger on the White Star line steamer Germanic, which yesterday ran into and sank the steamer Cumbrae near the mouth ot the Mersey, and was compelled to put back to Liver pool, has returned tc London. The Liverpool correspondent of The Central News says that Lord Dunraven will make a new ar rangement with the New York Yacht club relative to his presence at tha itiquiry into the charges made by him against the Defen der syndicate.
