Kirkland, chief of police, has the working of them and does the work with three hands, one truck tractor, a plow, road machine and drag. With this outfit he builds streets and maintains them. Mr. Kirkland says he can do more and better work with this outfit than he could with thirty men . as they are usually worked on streets and public roads, or $100 will accomplish more thus used than $1000., as it is usually expended.
