Cleveland, Sept. 27.-A parade ol 20,000 ex-service men, witnessed by approximately 300,000 people, includ ing about 50,000 out-of-town visitors closed the first day of the second an nual convention of the American Le goin today. The (day started at Con vention ,Hall when the convention was called to ordler by Commander Frank lin D'Olier. After the routine reports had been dlispensed with the creden tials committee and the committee on permanent rules'andl regulations re tired to begin their deliberations. When the report of the permanent committee on rules and regulations was submitted to the convention it recommended the adoption of the unit rule of voting. At this point Mrs. Julia Wheelocks of New York, declared that she "in sisted on retaining her inherent right to think and vote as 'he pleased." She was supported by many men dele gates. A member from Minnesotai presented a minority report, which asked that the unit rule be dlefeated., The minority report was adopted. "Or Fraction Thereof." The credentials committee had for its principal qluestion the matter of delegations from the States and Terri tories of the United States. The re port as subm ittedl recommendedl that each dlepartment be given five dele gates at large andl one additional (de gate for each 1,000 members or frac tion thereof. When tho morning session of the convention adjourned at 1:45 p. mn. the national commander dIirected that all committees meet at 5 p. mn. and re main in session until all business had been completed for presentation to the convention when it meets tomorrowv morning at 9 o'clock. One ieature which tended to liven the session came when Col. J1. B1. Mc Quigg, commander of the Department of Ohio, in replying to the address of welcome by Mayor W. S. Fitzger aid, staited that France was one ,of the most loyal friends of the Ameri rii Lengion. Consequently wvhen the legionnaires marched, the entire route wais packed with people. The insignia of each division was in evidlence in the parade, practically 'verybody marching in uniform. There wvere also several hundred Americans in the uniform of Canada, England and France, this contingent having a kiltie band to furnish their music. As a result of the rain storm the American Legion expects to collect $15,000 rain insurance. some (lays ago the management of the parade took out insurance against rain for $15,000. To collect this insurance it was neces sary for two-tenths of an inch of rain to fal Iduring the day. The weather hureau reportedl that the rainfall for the day was 37-100 of an inch.
