Mr Stukes has also been appointed assis tant house physician at St. Francis Xavier Infirmary. The people coming to Manning fron the Fork and Salem are very much wor ried over the condition of the roads as 11 is a time of year when they have theiu pincipal hauling to do. Epps and wife recently o: Columbia, spent last Saturday in Man ning, on their way to Conway where they go to make their future home Mr. Epps has a number of friends here and those who met his wife say she is charming lady. Last Friday morning Mr. L. M. Ra gin formerly of this county but nov living' in Columbia, was the victim of severe fire loss. He had engaged in th< grocery business in that thinomg city and isi entire stock was destroyed, witl not enough insurance to cover the loss Rural Route Inspector Dollan was here Monday and went over the rout4 with the carrier, and from his com ments on his return, it would not sur prise us if the route is discontinued The government pays $50 per monti for the service, and receives about 8S per month. On account of the high price for cot ton seed, and the limited time th, mills allow for delivery, the farmer are fast getting clear of their seed, bu in a short while they will be like th fellow who got drunk on wine at a part and felt bad to realize when al was over "what a difference in th morning." The prices for the pas few days were very tempting, but whe: it is considered that meal will be base on the high p rice paid for seed for, few days, and not on the low price pal for the bulk bought by the mills, th raise is not so tempting after all. Tb man who sells his seed at 30 cents. pe bushel on scales that weigh 16 ounce to the pound is really getting a fin price, if he believes the meal is bette fertilizer, but if he has to pay $25 pe ton for the meal then we do not se -anything fancy about the price of seed anyway if you will swap seed for, mea; in order to avoid mistakes it is we: that both 'seed and meal be weighed o the same scales. Then people coul not go off and complain of the selling and buying scales at the mills, bein different. A Scientific Discovery. Our House delegation have each pre sented bills for the consideration of the General Assembly, Mr. Lesesne has two, both of which have passed the House,are now in the Senate. The mer its of these bills we are not prepared to show, because they are of a nature that lawyers, and not laymen are only com petent to decide. Mr. Lanham who is not a lawyer, but a traveling man, drummer, is the term commonly used for his vocation, has a bill which is aimed to give the travel ing public, but drummers especially, the privilege of carrying more baggage, free, than is now allowed by the rail roads or steamboats. This measure could be properly classed as "a bill to permit drummers to load down baggage cars without charge for excess," the public generally would get very little benefit from it. Mr. Lanham has an other bill, "To permit croppers on shares to give liens for allowances with written consent of their landlords." We have not seen the full text of either of Mr. Lanham's bills, but if the title is correct, we do not see the necessity for the latter, because, unless our mind is greatly at fault, "croppers on shares" can give a lien now "with the written consent of their landlords," and it is sometimes thd case, that "croppers" who work share crops, with a "land lord" who is unable to furnish supplies, and to get them, he either joins the "croppers" in giving a lien, or he gives his consent in writing that it should be done, in other words he signs a waiver of priority, hence our view that such a bill is unnecessary. Mr. DeSchamps has a bill which from its title, appears important and for the public good. The bill is to "protect highways from parallel or in tersecting tramways." We have not seen the text of his bill either, but if it is what its title indicates to our mind, it seeks to prevent the running of trams alongside of the public roads which are dangerous to life and prop erty, and we hope Mr. DeSchamps will go a step further and include protec Zion from' telephone lines. In our opinion, there is immediate need of legislation which will forbid the hang ing of a telephone or any other elec trical contrivance, within 200 feet of a public highway. There is absolutely as much danger,if not more,from telephone wires, than from tram roads, because with the latter, one has time to jump ou of his vehicle and hold his horse, but with the former it is impossible to dodge lightning. Mr. DeSchamps' bill commends itself to our judgment, if we understand it. Last Saturday there was a bill look ing to putting the selection of county dispensers in the election by the peo ple, and we are glad to note that all three members in the House from Clar endon voted against it, and that Mr. Lesesne opposed the bill, on the ground that it would open the way to more scandal. We would be glad if our delegation whenever any one of them introduce a measure, would send us a copy of the bill, as it is, we must rely on the brief titles as published in the newspapers. It would be preferable to have the fu:l text so as we can present it intelligent ly to our readers who are their con stituents. Richbourg has been aoh pointed Pension Commissioner and will attend at the Auditor's office each Sat urday in January to help soldiers and widows who are entitled to a pension under the law. He will furnish the proper blanks and assist applicants in making up the pape-rs so~ as to have them ready to put before the Board of Pensioners at their meeting on the first Monday in February, 1903. Said meet ing will take place in the Court House at 11 o'clock Monday, 2d February next.
