The speches this year were away and above th*- average, there mot being a single poor one in all nine of them, which is not usually the case and not a single speaker "fell down." The Rev. Dr. Jones in a verp happy manner presented the medals to the winners, and spoke of the difficulty with which the decision as to the win ners was reached. This fact is sub stantiated by the fact that the judges we: e .out flftv minutes before a decis ion was reached. The averages were as follows, com po3ition being marked on a basis of 40 points and delivery 60 points: Cita del, 52, 32 1-9, 84 1-9; Carolina, 51, 33 1-9, 83 1-9; Furman, 43 3-9, 32 7-9; 76 2-3; Newberry, 43 3-9, 32 7-9, 76 1-9; Wofford, 42 2-3; 33 1-9; 75 7-9; Charleston college 42 2-3, 43 5-9 75 2-9; C.'emson, 38 1-3. 33 6-9, 72; Clinton, iS 2-3, R4 8-9; 73 5-9; Ers kine, 40 1-3. 3i 1-9, 71 4-9. The following were the judges se lected on delivery, the judges on com position being college professors out side the State: The Rev. T. W. Sloan, D. D., of Gi-eenville; .the Rev. Howard Lee Jones, D. D. of Charleston, and the Hon. C. C. Featherstone, of Green wood. From Newberry College. Mr. Charles Pascal Barre, repre senting Newberry college, spoke on the su'bject of "The Employers' Lia bility." Mr. Barre's speech is a plea for an employers' liability law. After indi cating the wonderful industrial ad vance of our nation he shows that this advance has been accomplished at the frightful expense of the lives, limbs -and health of the laboring men. Ex -cessively long hours and the neglect etf sanitary precautions have played -bavoc with the health of American workingmen. The lack of safety ap pliances has resulted in an alariming number of disasters in mines and fac tories, as well .as on the railroads. The respon.sibility for this deploraible state of affairs rests upon the employ ers, or proprietors, who, in their greed, have refused, or neglected, to safeguard the lives and health of their operatives. The workingmen are demanding re lief from the "inhumanity of thes pres ent industrial conditions," and justly so. The employers, for the most part. turn a deaf ear to their plea. T.here fore it will be necessary for the na tional government to pass an employ ers' liabil-ity law, so as to force the mill. mine and railroad owners to re spect the rights of the laboring men to protection of health and life. In almost all the European countries, notably in England and Germany, snieh a law is in successful operation. We, as a nation, owe it to our iabor ing classes to see that they are amply protected front sickness, injuries a-nd loss of life. DECLARE COTTON TOO HlIH.
