The Herald and News is and 'has been in favor of spending money for p&mnia.ent irdpapvemnbs, both in the city and in the county. We believe that the people are willing to pay taxes when they see results. We look upon permanent improve ments in the matter of streets and sidewalks and roads as an inves: ment which will pay good dividends, and at the same time we are econ ez'sts in the matter of all expenses by the State, county and municipal governments. We believe that a great deal orf money could be saved the State by cutting off a great many unnecssary appropriations. There is no good reason why the ap propriation bill by the State legis lature should be as large as it is this year. These two positions are entirely eonstisent and have been advocated by the editor of The Her ald and News in this newspaper and elsewhere. We believe it is .economy to bor row money andA make permanent im provements on the streets of this city and on the roads of this county. We believe also just as firmly that a great deal of the money that is spent annually in the present ar rangement by the city and the county is practically wasted. These. two positions are entirely consistent. -Col. D. A. Dickert has promised us a number of stories of the Dutch Fork as well as some more histori, lal anticles. These will begino in a few days and will probably continue bhrough 'the summer. Col. Dickert has written a num ber of very valuable historical ar tieles for The Herald and News as .well as a a erf inter~sting sto nies. He~ promises to give us qute a. number more and anenouneement is made in advance so that those who are not subscribers may enter their names during the great bargain sale and those who are, may renew so as not .to miss any issue of the COL. W. W. LUMPKIN~ DE~AD. CoGl. W. W. Lumpkin, of Colum bia, died early Monday morning at th,e home .of his son-in-law, Dr. E. B1. Green, at Asheville, N. C. Col. Lumpkin has been extremely ill for several days and his dath was not D!cexpected. His funeral will take place in Columbia today at noon from Trinity chureh. City coneil at it,s meeting to night will consider the proposition submitted two weeks ago for street paving. it is hoped that no legal enAa.ngl4m/nt will prevent the ai * ceeptance of the proposition. Ten thousand yards of paving at the terms of the proposition wou.ld be a good investmrent for this town and we hope that city council will be in kositon to accept the proposi tion. . Col Dickert will begin soons an cithy sedies of historical and hu-t mnorous stories in The Herald and News and perhaps continue them throughout the summer. His histor ical articles are valuable, for they contain many facts of interest and importance, that canot be fou.nd in the current histories. They are of especial advantage to the pupils of -schools and the young generally. His next story, to begin in an ear ly issue of this paper, is a tale of the Dutch Fork. It is founded on facts, but changed anid altered somewhat to make it more readable. The story is full of life and adventure, depict ing life in slavery days and the stirring times auring the war. It is full of pathos, abounds in humor~ .and should be read by all, who enjoyj a god story. A Wise Shopman. "Let me see some of your blael kid gloves," said a lady .to a shop man. -These are not the latesi style, are they"' she asked, whei the gloves were produced. "Yes, madam," replied the shop man, "we have had them in steel only two days." "I didn't think they were, be cause the paper says black kids havi tan stitches, and vice versa.
