I desire to ask if the tiise has not come when these salaries should be raised again and your officers paid a salary .com mensmrate with the work they are required to do I I desire to again bring this matter to your attention and to ask its serious consideration. Our State is prosperous and the work of each of the officers is increasing. The increase in salary would not benefit any oMeer now serving his present term, but I feel it is due to those who come after us. Department of Agriculture, Etc. Much good work has been done by this department in stimulating the farmers of the State to improve their methods of farming and by giving them information that will be helpful. At the last session of the -General Assembly ani Act was pass ed making it the idaty of this depart ment to see '&hat the provisions of the factory inspection law and the ehild labor laws, be observed and -en forced. Much labor has been done 9long these lines, and a -realding of the report of Conmissioner Wat son will put you in full possession of the conditions, now = existing in this State as to these very import-, ant subjects. Insurance Dpartment. Th.e work of this department has been carried on with great zeal and fidelity. A reading of the report of the Insurance Commissioner will give you much valuable information, both as to the great volume of busi ness done and th status of the com panies carrying on this business. When we consider the great volume of buiness done in both life and fire insurance in this State, the wisdom. of establishing this department is demonstrated. Confederate Veterans. It ii hardly necessary that I bring to your attention our duty, in a sub stantial way, to help poor and needy Confederaite veterans. This duty. I am sure .is appreciated~ and felt, by every one of yJou. South Carolinians will never for et the valor and heriosm of theseI true and tried old soldiers. I recoin md a liberal appropriation for pensions for these gran~d old men. .The Soldier'-s Biome, Nifbish~41 by- you.in'Columbia, has been in op eration for the past year, and there are now seyenty-sevenl inmates there in. It is well managed'-and. I hope that each of youi will visit the home and see what is being done"-for these helpless and otherwise .homneless old soldiers. Monument to The Women of South . aroia. In obedience to the provisions of tae Act passed at the last session of the General Assemll, entitled An Act to Pi-ovide for a Monument to the Heroism, Fidelity and Forti tude of the Women of South 'Caro lina during the War Between thre Confederate Staites and the United States,' approved March 3, 1909, I appoined as the conmmission there in provided for Gen. C. Irvin Walker of' Charleston; Col. Thomas J. Moore, of Spartanbug County; Capt. C.' A. Reed, of Anderson; Cap. W. "E. Gonzales, of Columbia, ad Major John G. .Riehards, of Kershaw County. These gentlemen went immediately to. work and in a comparatively short time reeived contributions in cash amouMing to about eleven thousand dollars, thereby -complying:-with the terms of the Aet, and a ontract has been en Stered into between them and Mr. F. W. Ruckstuhl for the sculpturing and erection of the monument afore said. He is now engaged in making this moniument and the hope of thre commission is that it may be comn pleted during the present year. In the Act providing for the ap pointment of the commission, there was no piovision made for the pay ment of the actual expenses of the commission while in discharge of their duties. I, therefore, recoin mend that some provision be made to pay the actual expenses incurred by these gentlemen while attending *to the duties of the comnmission. Reports of State Officers, Etc. The Congress of the United States, at its session begun and and held at Washington on the fifteenth of March, A. D. 1909, passed a Joint Resolution proposing an amendment to the Constitution of the United States, commonly known as the "In come Tax~ Amendment," and has sent the same to the Governors of the several States of the Union to be presented and sibmitted to the legislatures of the several States for such action as to them seems meet. I, therefore, submit to you a copy of the Joint Resolution with the re quesf that you give the matter at tention at the present session, and say by your action whether the State of South Carolina is in favor of the said amendment or opposed to the same. Section 3. That the town couneil of said town hereby reserves the right to refuse or revoke any license for -any cause which maj seem to ii just. Section'4. That any person, firm or corporation, making any false or fraudulent -return, shall upon convic tion be punished 'As herein .after pro vided for the Aolition of this ordi nance or any-pdrt thereof. Section 5. That whenever in this ordinance the ,term "dealer" is used the same shall include, not only the priheipal, but' in his, her or their absence shall include any agent, clerk or employee :managing the bus iness respectively ,referred to; and generally, where a license is herein imposed upon san'y business and the same is carried on or conducted by~ an ageg.t, clerk or employee, such agent, clerk or employee shall be subject to the penalties imposed in this ordiance- for its protection, should the said -business be carrie.a on without\ taking out' such license, in the same' manner as if he, she or they were the proprietor or proprie tors of said business. Seetion 6.
