In addition to this the county voting out the dispen sary under the "liberal democratic, measure." of which our Newberry friend speaks. will be deprived of any part .of the dispensary fund for the support of the public schools. I Before this great moral institu tion was established there were sev eral prohibition counties in the state, York county among them,: and the people in certain munici palities exercised the right of local option. and voted out the barroom without being required to pay a tax to the county to make good any loss of revenue that might result from such an exercise of their temper ance proclivities.-News and Cour-! ier. The special tax is not used by the state except to pay for the en forcement of the law in the county voting prohibition and if the law is enforced by the county without the aid of the constables paid by the state then- the money from this special tax goes back into the or dinary county funds. The county voting out the dispensary pays no ispecial tax to the state." to make good any loss which the "state may sustain by reason' of the dis continuance of the whiskey trade in such countv." It is to be used only to pay the expe,ise of enforc ing the law in such county and if not needed for this purpose then it will not be used at all. The counties under preesnt laws pay for the enforcement of those lawvs. If a crime, for instance, is committed in one county and the trial of the case is transferred to another the county in which the law wvas violated pays the cost of 'the trial. That is the some thing re quired of the co unty in the matter *of the dispensary violations. There is no thing in the law undemocratic cr that is cortrary to the principle of local self-government. Under local option for munici palities in vogue some years ago. the municipality paid the expense of enforcing the prohibitory law. That is all the present law requires. It is reported from Charleston that "the blind tigers are looking forward with interest to the session of the city court on Mlonday (yVes terdayv when seventy-nvee of them ;z! be brougin upj) answer. the charge of selling liquior." All of which is.very interesting. After aill this talk for the past year and more about the strict enfiorcemfenlt of the. dispensary law, who would have thought there wvere seventy-nive - blind tigers in Charleston? Act of Recent Legislature Authorizing An Election For Issue of BOnJS in Prosperity School District. Following's is the Act passe 1 h the recent legislature authozrii the trustees of School District No. 14. embracing the town of Pros perity. upon the petition of one-1 thirdf of the resi(nt freeholders ot said school district. to order an elec tion upon the question of issuing bonds to the amount of $5,ooo for the purpose of erecting a new school building and purchasing a lot therefor. and naming an. advis orv board to act with said trustees in the event of the bonds being vot-, ed. The measure was introduced by Representative E. H-. Aull. at tfe request of the citizens of School District No. 14, as expressed at a meeting of said citizens: - -rE ac-r. An Act to enable and authorize School District No. 14. in Newber rv county to issue bonds for the purpose of building and erecting a, school house therein and to pur chase a lot therefor: Section i. De it enacted by the G neral Assembly of the State of South Carolina: That the school trustees or their successors ot School District No. 14. in Newber rv countv. embracing the town of rosperity. are hereby authorized and required to issue coupon bonds to the amount of five thousand dol lars. payable in twenty years. for the purpose of erecting. building and equipping a public school house to be located in the town of Pros perity and purcha'sing a lot there for: Provided. That a majority o)f the qualified electors of said school district. voting, shall be in favor of such issue as may be ex pressed at an election hereafter to be held for that purpose: Provid ed. That said trustees shall not or der said election except upon a pe tition of one-third of the resident free-holders of said school district as shown by the tax books. Sec. 2. That J. M. Wheeler. J. P. Bowers and J. H-. Hunter are hereby appointed to serve as an ad visory board with the said trustees who ~shall serve in the event of the bonds being votedl. anid shall hav e equal power with said trustees, and shall serve as said adlvisory board until the funds therein voted shall have been exhausted. Any vacancy arising in said advisory board shall 'e filled by the said board of trus tees andl remaining members of said advisory board. Sec. 3. That the trustees of said school district are hereby required to give three weeks' previous notice in one or moure p)ublic places in said1 school (district of the time and place of such election, appoint the man agers. prescribe the form of bal lots, receive the returns andl declare the result. Sec. 4.
