FIRST WEEK'S WORK OF GENERAL ASSEMBL [Continued from it page] ers the words "for the issue", or "against the issue", or "for the levy", or "against the levy;" that if a majority of the qualified electors who shall be free-holders voting at said election shall be "for the issue" or "for the levy" then said com missioners are authorized and di rected forthwith to prepare and issue said coupon bonds to bear not more than six#er cent. interest per annum in denominations of one hundred dollars and five hundred dollars to the extent of the amount mentioned in the notice of said elec tion, and payable within thirty years after the date of issue, or shall proceed to levy and collect the number of mills voted for at said election through the county treas urer in the same manner and by the same means as now provided by law. The proceeds of which bonds and special levy shall be used for the purpoh- of building and repair ing public roads anud bridges and macadamizing or permanently improving the public roads, highways and bridges in said coun ty as hereinafter provided. - Section V. That the amount of the bonds to be voted for in any county undei the order of the coun ty good rbads commissioners .shall not exceeds the sum of two hun dred thousand dollars, provided the amount voted for in any county shall not exceed eight per centumn of the assessed value of all taxable property therein. Section VI. That if the result'of said election be in favor of the issue of bonds, the county good roads commissioners are hereby author ized and required to advertise for the sale of said bonds and to sell the same to the highest bidder in blocks of not less than ten thousand dollars, nor more than 50 thousand dollars,in the discretion of said commissioners at any one time. This advertise ment and sale to continue after the proceeds of the first sale shall have been expended upon the permanent improvement of the public roads, highways and bridges, and until the whole issue shall have been dis posed of: Provided, that no suc cessive issue of bonds shall be sold until the proceeds of the previous issue of bonds shall have been ex pended as herein provided for; and, provided further, that the procees of said bonds shall never be applied for any other purpose than for the permanent improvement of the pub lic roads, highways and bridges in said county; And, provided further, that said county good roads com missioners shall have the authority and are hereby directed in their discretion to appropriate and set apart to each township in said coun ty from the proceeds of the sale of said bonds, or from the proceeds of said special levy, a sum of money not to exceed five hundred dollars, which sum of money shall be used and expended only for-the perman ent improvement of the public roads and bridges therein under the direc tion of the township supervisors hereinafter provided sor. Section VII. That the county good roads commissioners are here by f authorized and directed as soot as the money is received from the sale of the Srst block of bonds forth with to apiply the same to the grad ing, macadamizing or permanent improvement of the public roads, highways and bridges in the coun Section VIII. It shall be the duty of the county good roads com missioners to select a competent en gineer in each county, whose duty t shall be, under the direction o the said county good roads comn make estimates and profiles of the public roads to be permanently im proved, and that this shall be done before any permanent work is un dertaken, and these estimates, sur veys and profiles shall be filed and accepted by said good roads com missioners before any permanent work is done, or any of the moneys receved from the said issue of bonds, or from the levy of the special tax herein provided is expended. And the said county good roads commiss ioners are hereby authorized and di rected to elect a competent civil en gineer for each county and to pro vide for the payment of his services out of the proceeds of the sale of said bonds or the proceeds from the special levy herein provided for. Section IX, That the office of board of county commissioners be and the same is hereby abolished, and all the duties now imposed upon said board be imposed upon the county 'upervisor, except such duties as are provided for in this Act. and in lieu thereof the said county good rdads commissioners are hereby authorized and directed to appoint a competent and discreet pcrson in each township of the coun-, ties in the State who shall be known and designated as township super visors, who shall have charge of the.; maintenance of the public roads and bridges in his township, and see that the roads are properly worked and kept in good repair with the money belonging and set apart to that township, and to see that all persons liable to road duty and who do not pay the commutation tax shall perform labor on the public roads and bridges within his town ship, as is provided by law: Pro-: vided, That the commutation tax paid by persons liable to road duty shall be returned to and be applied to the roads in the township in which it is paid, and shall be ex pended in the maintenance of the roads of the township by the town- I ship supervisor on his warrant drawn r:pon tr- county treasurer. The township supervisor shall ap point the rood overseers within his township. Section X. That the township supervisor herein provided for shall, before he enters npeu his duties as such, enter into a good and sufficient bond, with not more than three I surities to be approved by the clerk of the court of common pleas and general sessions in the penal sum of Two Hundred Dollars, and con ditioned for the faithful discharge of his duties as township supervi sor. That said bond shall be filed with the clerk of said court for the inspection of the public. Section XI. That the said coon ty good roads commissioners shall keep the county chain-gang em ployed on the permanent works and improvements in each county, and for this purpose they are hereby authorized and directed to hire from the State penitentiary such a num ber of convicts as, in their judgment, can be profitably employed as afore said. Section XII. That said com missioners shall each receive Three Dollars for each day actually served, for not more than fifty days in any one year. That said township su pervisors shall each receive Two Dollars for each daty actually served, for not more than twenty-five days in any one year. :Section XIII. That the funds resulting from the sale of bonds shall be payable to the county treas urer of said county, and he shall also collect and receive the moneys and tax as herein provided for. to be disbursed by him on warrants issued by the county good roads commissioners Section XIV. That all Acts and parts of Acts inconsistent with this -Act are hereby repealed. FOR LOCAL ROAD LAWS. The house has passerl the joint resolution providing for submitting to the people an amendment to the constitution providing that the gen eral assembly may enact local or special laws concerning the laying out, opening, altering or working roads or highways, and concerning the providing for the age at which citizens shall be subject to road or other public duty. The inhibition of the constitution against local legislation has been a hindrance to good road laws on ac count of different conditions exist ing in the the different sections of the State. The proposed amend ment is very generally conceded to be wise. SPECIAL TOWNSHIP ROAD TAX. Mr. Toole has- introduced in the house a bill providing that the voters or electors of any township who return real or personal property. for taxation are authorized to levy and collect an annual road tax, to supplement any special or other funds for like purposes, in the fol lowing manner: Upon the petition or request of at least one-fourth of the residert electors of the town ship and a like proportion of the resider t freeholders of the age of 2I ycars, being filed with the county board of commissioners, asking for the same, which shall not exceed two mills, an election the manner of which is provided shall be held. At such elections only such electors as return real or personal property for taxation shall vote. If the tax is voted it shall be used for the improvement of the public roads of the towhship and shall be paid out by the county treasurer upon war rants drawn by the county board of commissioners and countersigned by the chairman of the township board of assessors. ROAD DUTY. Mr. Aull has introduced a bill to prescribe liability as to road duty and commutation tax. SPECIAL COURTS. Mr. Aull has introduced a bill to repeal the act providingfor the ap pointing of special judges and the holding of special courts. Mr. Haskell also has introduced a bill providing for the repeaal of the statute relating to special judges. TWO IMPORTANT MEASURES. Mr. Arthur Kibler has introduced two measures of general importance and interest. The first provides for the creation of the office of insurance commis sioner and to prescribe the duties thereof. The second is a bill to repeal the laws which provide for agricultural liens for advances. EDUCATIONAL MATTERS. Mr. Aull has introduced a bill tc encourage the establishment of libraries in the public schools of the rural districts. Mr. D. 0. Herbert, of Orange burg, has introduced a bill to pre. vide for a system of beneficiary scholarships at Clemson ccllege; also a bill to require all pa,rent ; and guardians to send their childrel and wards to school for at leasi eight weeks in each year. EXCISE TAX LAW. IMr. W. J. Johnson has intro duced a bill providing for a one-mill tax upon all pnblic utilities, such as railroads, electric cars, telephbone, telegraph xompanies, etc., in addi. tion to the present State levy and to be applied to State purposes. THE BOLL WEEEIL. Mr. Stackhouse has introduced a bill to provide against the introduc tion of the Mexican boll weevil into this State providing that no cotton seed shall be brought into the State from west of the Mississippi river HEATING THE STATE HOUSE.
