HE PANAMA SITUATION. yes Has Arrived in Washington anama Accepts Treaty Wtth Undue Haste. The Panama junta held a meet ing on Thursday, morning and unanimously decided to ratify the canal treaty so soon as it was re ceived. This action of Panama in ratifying a treaty before it was re ceived shows strange haste. Gen. Reyes, representing the Colombian government,has arrived in Washington. He has given out a statement in which he says that he comes to this country to offer the United States all the conces sions contained in the Hay-Ilerran treaty absolutely free of cost. Ie lays the blame of Colombia's re. fusal to accept the Ilay-Herran treaty to "unfortunate political troubles'' which have now entirely disappeared.
