In our own Bt&tc we have had a Civil flights Bill upon the statute books for two years, and its operations have tended in no wise to produce the collisions so commonly predicted. The intelligent and educated colored nmn if he happens not to be imbued with a certain amount of common sense, possesses at least an amount of pride, which of itself would restrain him from forcing his presence and his company where it is not welcome and where, if it is and he is respectable and Nvell behaved there is no reason why his v quality should not be actual as well as social. For our own parts we sre forced to confess our regaid for the race as licing one full of humanity, full of capability for higher attainment and destined to a hicrher dewua ? * ? , -T,"V Ut.impmcui socially, morally and industrially; and in proportion to ita advancement in either or all, doea he become more conservative and more exclusive. We then have no antagonisms to erect as are being attempted elsewhere, particularly in the West and North, and where his supposed and pretended friends wen said to have arisen and existed. Wa have lived among them all our lives. We were rocked in our infancy by our kind-and tender old maummas, waited upon in sickness and in health by faithful family servants who lowered into thsir graves with unaffected tears and eiglis some of oar most beloved and respected ancestors, and we acknowledge a debt ot gratitude for their friendly guardianship in our absence during the war -of oar defenceless women and children; and we can meet them uow with a warm and sincere friendship and say God apeed in the battle of life; go hand, in hand with them to tbe lecuperalionof tur impoverished conditions and onward and onward for their improvement and our own and fear no violence to our highest sentiments in according to him a start henceforth in the race of civilization .among them will ever be found two classes whose conditions will be so distinctive that their own lines of deinarkation wi 1 be as wide and as well defined as that which exists between the more cul tfivated and refined of the white mm ?n?i 1hose kss trained and cultured of either. * -4 lie one will consist of such as arc as highly intelligent and educated as they arc capaliie of; the other of such as are as untutored-and degraded us the need of ; such advantages makes them. In proportion to the advantages embraced by the tlrst will their pride and conservatism be irehestd. In j rcporrion to tbe degrade - tion of the letter are to be expected all of l e excesses and improprieties which nt condition of ignorance inevitably exhibits All the latitude therefore of any Civil Rights Bill can never reconcile these op posing elements to such an extent as to force the presence of the latter upon n social equality xvith the fc riner, and this inevitable difference of caste which must exist so long as society lasts is a savin clause in any apprehended difficulties to arise from an attempted enforcement of the 13th, 14th and 15th Constitutional Anieudments over naturally constituted barri?rs of tnste and preference. Our experience justifies our belief that the least apprehensions of complications like ly to arise out of an enforced political tqbality are to be expected where the "Colored majority ore in the ascendant. In our midst where the colored element predominates there have been the fewest demonstrations of a desire upon their part* to assume any unwarranted position, ard we must nay that there has been no desire or intenti- n discoverable upon their parts to compromise their own pride and self respect by any assumed superiority rvtrthat which custom and condition imposes ns the due mead to respectability and good citizenship in whatso* ever color or caste it may l>e found. From the educated and intelligent of the colored race whose home is to be amongst ns we confidently predict so much conservatism and so much exclu sivism among themselves that sny effort t-o make use of them to entertain ill blood among the races will prove futile. ' From the ignorant and vicious of the fame race then need be no fear of other | than an enforced o1>edience to the nntar nl order which society is constituted according to organic law which man neither made nor can alter. Located in the w?y heart of the- rich sea island cotton growing region, the chosen retreat and abode of the noble born, geutly murtured, intel ligent and affluent planters' she was indeed considered the pride and ornament of the seaboard. Nature, too was lavish of her girts iu flora and forest, and t the umbrageous live oak, vividly green 1 magnolia, feathery cedar, and sweet scented myrtle festooned with the grapes and jessamine, leut an almost Arcadian aspect p to the seen".
