In our own Bt&tc we have had a Civil
flights Bill upon the statute books for
two years, and its operations have tended
in no wise to produce the collisions so
commonly predicted. The intelligent and
educated colored nmn if he happens not
to be imbued with a certain amount of
common sense, possesses at least an
amount of pride, which of itself would restrain
him from forcing his presence and
his company where it is not welcome and
where, if it is and he is respectable and
Nvell behaved there is no reason why his
v quality should not be actual as well as
social. For our own parts we sre forced
to confess our regaid for the race as
licing one full of humanity, full of capability
for higher attainment and destined

socially, morally and industrially; and in
proportion to ita advancement in either

and more exclusive. We then have
no antagonisms to erect as are being
attempted elsewhere, particularly in the

the 13th, 14th and 15th Constitutional

least apprehensions of complications like
ly to arise out of an enforced political
tqbality are to be expected where the
"Colored majority ore in the ascendant.
In our midst where the colored element
predominates there have been the fewest
demonstrations of a desire upon their
part* to assume any unwarranted position,
ard we must nay that there has been no
desire or intenti- n discoverable upon
their parts to compromise their own pride
and self respect by any assumed superiority
rvtrthat which custom and condition
imposes ns the due mead to respectability
and good citizenship in whatso*
ever color or caste it may l>e found.
From the educated and intelligent of
the colored race whose home is to be
amongst ns we confidently predict so
much conservatism and so much exclu
sivism among themselves that sny effort
t-o make use of them to entertain ill
blood among the races will prove futile. '
From the ignorant and vicious of the
fame race then need be no fear of other |
than an enforced o1>edience to the nntar

according to organic law which man
