F.- r our own part etir confidence has b en so comp! Uly won and rooted in tin Govern' r that hi? u:.reserved and fearless <lc larations in favor of the Treasurer would be sufficient of themselves to ae quit him of any charge involving morn! turpitude or r ndering worthy of rcmov al, even if it was not apparent to our minds that the law is susccptuble of the construction given to it by Mr. Cardozo. The fact is, the treasury is too zealou-]y guarded and the whole spirit of the pn-sent administration has been a disnppointment to the robbers who have been unab'e to plunder the public till as here tofore. They are even willing to ally themselves to the conservative's influence because it makes a balance of power to sti ike down uny public officer who may in?] crle fh.'ir purpose to levy blackmail wherever and whenever it can be extorted Fortunately they have encountered a lion in the path iu the person of the Governor, * v hose words are worthy of preservation as mottoes of reform and we quote them as Well to mlmir* no tn ' n they think I am going to hit by and see injustice done to a State officer without ? pcning my month ? It would be damnable cowardice." And again " I haven't t onie into this office expecting a bed of roses. I ail) not half so anxions to make uiunds or uvoid enemies as I am to do tight." And again, ' I want no organ ol any kind. I d n't want an organ to tell me that 1 am the master-mind ol the world, or to sneeze because I take snulf. Such support as that disgusts any uiun. The Union-^.erald is in charge of Mr. J. G. 'i hompson an original, uncompriuiiaing, tearless and able Republican. We will now examine what has bctr. ju-biev -d in the vtay of r storing the at one time nearly exhausted fluvial fishes 01 Canada, but before plunging " in medi.mres " a few preliminary observations vi I not be f >un>l out of place. Without reference to and outside of the strictly Scientific classification of fi lies adopted ny yb e cienieH ana Agu^piz, a clas-sitica j lion ha-e?l on pecu i-iiitii s of structure,! nil exiting fishes are divid d into three grand classci acc ?rdiog to th-ir hi bit*. ( he first cla*s comprising those vari. ti -8 livi ig in wilt water and never quitting i ; the second comprising those dwelling in Ircsh water exclusively ; and the thirn comprising those kinds whicli living in and deriving their sustainancc for the most part trom the ocean, are yet at particular seasons compelled by the reproductive Instinct to asc< nd fresh water river i in search of suitable spots for the deposition of their eggs. The fishes of ' this class are classified and known as the! unadromou* fishes, and it ta with class that fish culture as a science has most f.?1 do. It is easily sc3ft that the ocoan fisln-s proper mo in the main out of man's reach. Their realm Uvast, vas'i-r than that of mankind, They cannot be cooped up. Many of the specks aro nomadic in |1 tiieir habits, traveling many p ruilols ot i latitude iu their migrations. others < dwelling exclniuveiy at lUc bottom and ( in vision* to mail, caa only be taken by I the laborious and slow process oi bottom ! tisbuig Willi baited liooas. liut although 1 man an do little towardsmutcrniily less i einng the numbers of ocean tish by tlicir I capture, lie cau very materially check 11 their natural rate ot"increase iu anotbei way, as we shall boc further on. For iu atunce, those valuable varieties, tue Cod and iluddock some thirty years ago so abundant along ilie r oast oi ISew ling ; laml, (but even tncre in much diminished ! numbers us coiuparcrl Willi the period ' lien the New England rivers were a-yet unobstructed l?y luigo dams) have ut | the present time almost deserted their, former haunts and retired to dt*i p.-r I waters. Even Daniel \> ebstor hiiuscli, that cmli s uslie : nglrr, 11" permitted to revisit earth auu again engage in his iu voii'c sport ut Marslitieid wnere he wub wont to assemble his more intimate Ir lends and regale them wi.h a real old fa-hiuU 8outh c: li re cho.vriir, would now find it a diiiicult undertaking to entice from the depths oi their ocean home those ningnilicant Old ticttiers which report says he was wont to apostrophize, i on lifting them into the boat iu the | words bo well known f. r their aubse(inciit employment on a different occa-j sion; "Venerable men you have cuiue down to us lroiu former i?tn i amohh ' i <fcc. In contrast with the comparative ex cniptiou of occun fishes irnn mams doiniuiou is the tact tiiat the fresh water fishc'S are from the confined areas of their habits, almost entirely under man's cou trol. They arc by one device or another relatively easy of capture, and while limited in nutural increase by tlic quantity of food at hand, tlioy are drawn upon by man for subsistauce purpose s to an unwairanted extent; with this result that scarcely any piece of ftvsh water ia the populous portions of our land furnishes half the qunutty of food-fishes it could be made to yield under a judicious system of protection. As articles of food, ami taken as u whole, the fresh water fishcare vastly inferior to their ocean relatives. For this reason tlicy occupy but siightiy the attention of tlic practical firii cu>vurist. We come now to the third class. Among the anadromous fishes are count cd the choicest varieties upon earth or iu the waters adjoining the earth, and at their head by the universal consent of mankind, ufacile 1'rincept" stands the lordly Salmon. Being thus regarded and untiringly pursued as a valuable article of consumption and merchandise, it L> not so very long since ths Canadiano found that these valuable fish were rapidly disappearing from their waters, and tiiat unless something were dons to prevent it their unci productive and vama-l ble salmon fisheries would soon become extinct. Be it remembered that thc.e lish hud long since disapp arc 1 I'ruui the,1 New England rivers, except a few utrag- 1 gh-rs annually captured in the Maine waters. Practically the species may be regardeil as extinct at the present tiin along the entire cou.-vt of New England. But the Canadians, warned in time, up plied the proper remedies, and r .al y splendid results have be n secured witnm s i sh. rt a time as the ten years just elapsed. It will be worth our wlii.e to devote considerable time and space to the history of the decline and revival oi the Canadian Saliiioni fisheries, iiiasmmh as the remedies annlied in iheir mw mm i serve our interests in like manner, if un sparingly administered a..d duly enforced. " Similtu iihiilibus euraatur.' In our n- xt article we shall invite the attention of the reader to a description of the Canadian Salmon rivers, a..u of! the habits of the salmon, as b. lug esseii I tial to a a complete understanding of the I causes why this splendid lish so narrowly I escaped uuiiihdaiiou even in the Canadian ' wildernesses ; localities far removed fio .1 civilization and only occupied by ttie wildest of animals, as the moos , the car-1 ibon, bears, wolves and the like. Om I wou'd naturally suppose that here utj least, tishes of uti kinus might roam up! and down the rivers undisturbed and in perfect safety. COltliESPOXDEXVE TlillWXE. Bucnbok, S. C., March 8th, 1873. Mr. Editor: We have very little news of interest here. Our little town of lirunson is par ti-ilIv under a cloud, the silver lining of which is too dim to afford much cncour agemcnt to our enter pri-ing merchants Thefacfcas, Mr. Editor, " Hard Time" is not in a mere shadowy form dim, uncertain, undefined like the ghosts of Chsian, but as a tangible reality, he stalks through cur streets with his skeht >n arm invariably extended in. the direction of the Railroads Now the idea oft..n ? ? .f tuit.cd by some persona is that the pmx unity of a rail road i* all tl'at is necessary o insure a rapid growth to any place. With all due deference to the opinion f such and frankly c< needing that can he legitimately claimed for the ltnad, I must submit that every advantage derived from the Read results fr< m the facilities it aff>rd;for transportation of fricght, <fcr. Upon the principle that rail roads are constructed for the b nclit of tlic peop'c. Since the recant dis covcry however, that the interestsof the community are subvrvent to the intnrei t of tlic Road, since tlie opinion obtained that the people were made for the Rail Road, there is a want of liarmonv, whirs mud rc-ult in tlie search after other channels of transportation.
