Accounts brought bv t Vi i s con o j vt yance, mention that the governor of ll.ivana has refused to restore the specie forcibly taken out of the hands of captain Roberts, of his ma cons ulado ship, as stated in our pre ceding gazette, contrary to the wish es and remonstrances of the consu lado and the inhabitants. Captain Roberts had in -consequence either 'taken, or was about to uke, his de parture for England, to represent to his govrnment the proceedings o i the Spanish governor : his officers having delivered up their swords, remain at Havana, considering themselves as prisoners, ' .. It is reported further from Hava na, that general Mina, the nephew of the celebrated general Mina who distinguished himself so greatly as a guerilla chief in the war in Spain, sailed from St. Domingo with a eomtdcrabk force, for the-ptirpose of taking possession of Per/sacola. Having arrived off the port, Mina *>ent in a depuration requiring a contribution of 50,000 "dollars, which was refused. Supplies of money and stores had been sent from . Havana to Pensacola,in consequence of the threatened attack. ~~ Ffebtuaryn;. On Sunday last, arrived the troop ship Admiral Cockbuin, captain Corney, from Jamaica, for the pur pose of carrying from hence part of his majesty's 5th West India regiment. An'oiher ship had either . sailed in company, or was immedi ately to follow, for the same purpose. We understand that the whole of the last division of cfee regiment are to be removed. i*ir ? ? .February, i 1. i J&B&n ts ft rom Havana, t6 the 4th inst represent the affair of the consu- 1 Jado armed ship of Havana and his ! majesty's late ship l ay, captain j Roberts, (of which mention v ha, < been made in preceding numbch) | assuming a serious aspect. It ap-H pears now that -the conduct of the commaudtr of the Spanish ship, inore resemble that of a pirate than afone commissioned to protect the Spanish commerce. He not only IpftilSPtook the Specie, but the Sword of captain Roberts, tore down and destroyed the British colon that were Bying at the place of en campment-, carried off a quantity of the Tay's stores, aftd maltreated -.he crew. His majesty's frigate Active, captain Cart wright, had arrived at Havana, with captain Roberts* the officers of the Tay, and the remain ing stores ? required satisfaction for the ' aggression, restitution of the money, and payment for the stores that had : been taken away. This the government of Havana having refused to Ctynply with, (and in so * doing as head of the consulado the sense of this body may be implied) the remaining stores of the Tay have been landed from the Active, as well as the officers, and the Active was _ to sail on her return to Jamaica on the 6th instant. The affair will now fccome a national one. The general ? of marine is said to have been deci dedly against the measures of the governor, reprobating in the sever est terms the unwarrantable conduct of the commander of the consulado ship. It is reported that the specie" would have been restored, but there was a considerable deficiency which . could not be made up, and the ad* ditional sum required for stores ren dered a compliance with the de mand of captain Cartwright imprac ticable, supposing that a disposition to accede to itJiad existed. domestic.
