Mr. Kasson, of Iowa, moved to amend by a further proviso, exempting tho distiller from the payment of the tax iu cases where bona fide contracts woro modo for sale and delivery, on or bo fore February 10, 1875, but making the purchaser liable for the tax; adopted. Mr. Gaockel moved to strike out the seoond section, whioh imposes an additional tax on tobacoo. He said this would fall entirely upon the West and Sonth, as it affected tbe commoner kind of tobacoo, and did not affect the tobacco that went into cigars.
