Be it ordained by the Mayor and Al? dermen of the City of Columbia, in Coun? cil assembled, and by the authority of the same, That a tax to cover the period from the Brat day of January, A. D. 1875, to the first day of January, A. That no proper? ty holder or tenant shall bo charged for more than one frontage for property owned or occupied by him.
