An Ordinance to Raise Supplies for
tub FisoAti Year 1875.
Be it ordained by the Mayor and Al?
dermen of the City of Columbia, in Coun?
cil assembled, and by the authority of the
same, That a tax to cover the period
from the Brat day of January, A. D.
1875, to the first day of January, A.
Lf. 1876, for .the numu asd is tbs man?

levied, ooileoted and paid into the
Treasury of said cily for the use and
aervicB thereof; that is to say:
Section 1. A tax of 80o on every hun?
dred dollars in value of all real estate
and personal property of every descrip?
tion, owned and used in the oity of
Columbia at aay time during the said
fiscal year, shall be levied and paid
into the City Treasury for the ase of
the said oity: Provided, however. That
no personal property not taxed or
liable to be tax d by the State, shall
be taxed for the service of the said oity.
Sbc. 2. In addition to the foregoiug
taxes, a special tax of $1.00 on every
hundred dollars of the assessed value
of all real and personal property of
every description, owned und used m
the oity of Columbia at any time dur?
ing the said fisoal year, shall be levied

each four-wheel pleasure carriage or
barouche, drawn by two or more
horses, $20; npon aarriage, buggy, ba?
rouche, gig or snlky, (not nsed for
hire.) drawn by one horse or mule,
$10: Provided, That tbe value of
pleasure carriages and other pleasure

quired to be returned for taxation as

Seo. A. That euch und every person

said city, may and shall be excused
from tho performunoe of such duty ou
the payment of $2 to the City Clerk
aud Treasurer; and, on failure to pay
the said sum of $5, at tho time of the
payment of their oity tuxey, they shall,

to work personally upon the streets of

direotiou of the Superintendent of the
Streots, or any other person appointed
by the Mayor and Aldermen to take

And it Bhall be the duty of the City
Clerk and Treasurer, and of the Chief
of Polioe, to report to the said Mayor
and Aldermen all defaulters nnder this
section.
Sec 5. That each aud every owner
or tenant, or ocoupant of any real es?
tate, npon any street where water is
brought by pipes or otherwise from
tbe oity reservoir, shall pay to tbe Oity
Treasnry, at the same time with the
other taxes imposed by this ordinance,
a general tax of $1 for each fifty feet
of frontage where there are buildings,
and one oent per foot of frontage
where there are no buildings upon
lotB so taxed: Provided, Thut every
lot upon such streets upon which any
such struotore or structures exist, shall
pay a water tax of not less than $1:
And providedfurther. That no proper?
ty holder or tenant shall bo charged for
more than one frontage for property
owned or occupied by him. Any own?
er, or his agent, or occupant of any
real estate, upon whose premises water
is brought from tbo oity reservoir,
shall pay such eums for the nse of water
as may be asseHbed by the City Coun?
cil; and an owner, or his agent, or oc?
cupant, failing to make a report of the
hydrant or hydrants used by him or
her, or by any tenant or ocoupant on
such premises, shall be liable te u fine
at tbe discretion of tbe Mayor.
Sbo. G. All persons who shall enclose
any streets or parte of streets in the
oity of Columbia, by and with consent
of the Council, Bhall pay an annual
rent of $5 on any street, or part cf
any atreet, so enclosed, or ouch other
price or sum as may be fixed and de?
termined by the Connoil; but each
street, or part of Blreet, bo enclosed by
the couuent "of Connoil, may ut any
time be opened by the order of said
Counoil, .anything to tbe contrary
herein notwithstanding.
Seo. 7. That if any person or per

required to assess, collect and receive
tbe taxes and dues levied and imposed
by this ordinance, and all arrears of

Sec 9. That all returns of property,
of every description, and of all other
things made by toxstiun a source of
revenue to the suid city by this ordi?
nance, shall be made upon tbe oath of
the tax-payer, which returns shall be
made by filling out blank forms, to be
furnished on application by the said
Clerk and Treasurer, on or before tbe
31st day of January, 1875, except as
in this ordinance otherwise provided;
but that time may be extended by the
Mayor and Aldermen; an the said re?
turns shall embrace every snbject or
objeot of taxation, whether held by,
or pertaining to, the tax-payer, in his
own right or in a fiduciary capacity.
8so. 10. That all persoos who may

aity of Colombia subsequent to the
time fixed for making tax returns, pay?

nual licenses, shall, after the lapse of
one month from opening business,
make returns to tbe City Clerk of the
value of the stock aud other property

the licenses to be paid in proportion
to the remainder of the said year:
Provided, however, That all transient
dealers shall pay tbeir full annual li?

hereby declared to be, the doty of the
City Assessor to usBess all the property
