The legislative, judicial and executive appropriation bill was con? sidered and the Senate, by a vote of 29 to 21, refused to concur iu the amendment of oommittee, providing for the organization of a bureau of commerce aud statistics. The present bureau of statistics, however, was con? tinued and $'20,000 appropriated to carry it ou. Wright, from the Judi? ciary Committee, reported, with amendments, a House bill for the re? lief of owners and purchasers of lauds sold for direct taxes in tbe insurrec? tionary States, and for other pur? poses. Senator Alcorn presented tho subject by describing theeoudiiibu of the districts liable to overflow, and the utter inability of the people to protect themselves by repairing the broken levees nrd by showing the value of this a>luvial section to the nation at large. Tbe President said be bud always desirad to aid iu pro? moting the happiness aud prosperity of all the people of the South; but at times he felt that tbe acta of violence, so constantly occurring, would pre? clude any aid from the General Go verument. Mr. Sheldon suggested that it was impassible for the people of the State of Louisiana to repair the levees broken by the flood of last year; that tbe section of country aloug the river had always been peaceable; that tbe colored people largely predomi? nated, and that the people who were disposed to commit acts of violence constituted a very small minority, and that the whole should not be held to be responsible aud made to sutler for the acts of a small portiou. He said, further, that the impoverished condi? tion of the people was one cau*o of bad feeling and violent action; that if the vigorous uhc of power was re? quired to preserve ord? r aud protect life, to do acts of beneficence would have a mollifying effect. 'The Presi? dent said his remarks were cot in? tended bo much to iudioate bis own feelings as to'suggest what the com? mittee might have to meet in the feel? ings of Congress Ho had not seen the report, but wheu it came, be would consider the subjeot aud decide what he would do. After remarks from other gentlemen and the President, the committee took their departure, feeling that the President would recommend favorable action ou the part of Congress. Prof. Wilson, of Baltimore, Md., says of this Quano: "By a critical examination ot the analysis of the various cargoes you have imported, a striking feature ia the great regularity in the per centago of the important constituents essential tor the production of all crops." The quantity of orgauio matter which is still present is about 12 per cent., and this yields about 2J per cent, of ammonia. A Iportien of the nitrogou is present aa nitric I acid, of which about 3 peroent. were found. All the nitrogen present would bo equiva? lent to about 3} per cent, of ammonia. The phosphoric acid in the Quano averaged about 12} per cent., equal to 27.3 par cent, of Bone i'hour hate. A considerable quan? tity ot the phosphoric acid, however, is present as no-called neutral Phosphate of Lime, whioh, being slightly soluble in water, renders the Guano as quick in its action as a corresponding quantity of Su? perphosphates wonld do. The small per oentage of potash which was found in analysis adds to its value. From all the experiments which I havo made of the Guauahani Qnano no doubt can exist that it is a valuable manure."
