The United 8t*t?s army has been reduced by deaths, die obargta and desertions from 30,000 (its reported strength last January) to 25,000 enlisted men. There are now 2,009 officers on the active list of the army, without counting a baton of as? sistant surgeons recently appointed, so ,ibat tor every iweive enlisted men (and a fraction) there is one commissioned j officer. Forty-five ofiloera bave been loat to the service by resignations, deaths and dismissals; upward of 120 ,havo been promoted, forty-oue cadets have joined the army from West Point. The resignations were nineteen; deaths, twenty-five; dismissals, five; cashiered, four; deserted, two; retired, nine. A Colobbd Diplomatik r.?The re? presentatives of the United States to the two principal countries Inhabited and governed entirely by the colored raps, are tbc-cnsclves colored men, and both these colored diplomatists arc at present sojourning in Philadelphia on leave of absence from their posts. They are Ebenezer D Busse tt, a former resident of Philadelphia, who bns beeu Minister resident and Gnnsul-General to Hayti since 1869, and Jumes Milton Turner, of St. Louis, who bau been Minister resident and Gon?nl-Generol to Liberia sinae February, 1871. Mr. Turner, the latest arrival, readied, Philadelphia on Wednesday, and has rooms at the Continental Hutel. He has bad quite a checkered career, hav? ing been a alave in St. Louis County, Mo., before the war. The Philadelphia Chronicle publish-1 es the snbtanoe of Gen. Gordon's re? marks at the late glorification at Atlan? ta, Ga., over the Democratic victory, and adds: "Unless faith in bnmao na? ture is to be'abandoned, what other oonolnsion can bo reaobed than that the people of the Sooth are folly pre? pared to do their part toward the re? storation of natiocnl peace and pros? perity. Saoh statements do not savor of Ko KIqx, or of outrage upon the rights of the negro. It would be well for some of oar rabid contemporaries to imitate their spirit, and thns assist in allaying strife instead of promoting it, as they are now earnestly endeavor iug to do." * A simple accident, near Rutland, j VI., had a remarkable semblance to i murder. Mrs. McGuire, a furm-wife, j took a load of batter to tho village, Hold it for forty dollars, und started alone to drive home. Afterward she was found lying dead on the fl inr of her carriage, with her bend terribly braised and her money gone. The' theory of robbery and murder found ready oredeooe. Later, the trntb ex? plained it all. She hud died of heart disease, and had fallen on the wheel of the carriage, which had made the braises, and tho money bad been spent in paying bills in the village. A Fatal Thanksgiving Day Acci? dent.?A crowd of men in funtastic dress paraded the streets iu Hobokeo, New Jersey, on Thursday, and while passing, a small cannon wuh brought oat and several salutes were tired. A number of children umused themselves by ranning in front of the cannon aud Were ordered away. John Sweeny, aged fourteen, ran before the cannon just as it was fired, and bis right leg was blown off. He died that evening. Tax Levy. Bichlad County. Office County Treasurer, Columbia, S.
