The House is now considering the conference report on the currency bill. The Secretary of War, iu response to a resolution of the House, gives his reusona iu justification of issuing army order No. 32. Ho quotes from judi? cial decisions and laws of Congress, arguing therefrom that tho constitu? tional right of the people peaceably to assemble and petition the Govern meut for a redresB of grievances has no applicability to tho militia service, because Congress has provided, in the 34th and 35th articles of war, exactly how far an officer or soldier may obtuin redress of grievances by individual application through certain military channels. Should officers or soldiers endeavor to assemble with a view to make a joiut petition or application, eoch conduct wonld be a military offence, liable either as sedition or as conduct t0 tho prejudice of good order and military discipline; it wonld strike at the root of discipline. All corres? pondence on official matters must bo conducted through the proper official channels, except in cases of pressing necessity. The endeavor of any officer or soldier, of bis own motive, to ad? dress Congress or either House or its members, soliciting, suggesting or re? commending aotiou for or against military affairs concerning the whole army, is liable to be detrimental to the President; therefore, the older pro? vides thut all petitions of Congress by officers relative to subjects of a mili? tary obaraoter should be oommunioated to the General of the Army and Secre? tary of War for their aotion and trans mittel. Ia view of the explicit and peremptory laws, the Secretary of War says he had invariably refused permia biou to any army officer to act as agent or attorney 'for any individuaVor the prosecution of an* olaim against tue United States, or, any claim in. which the United States are 'a party.
