eral Sessions made a presentment, to?

destruction of dogs. They deolare
there is absolute necessity for such an

beyond that, the execution of the law
as now is exciting and detrimental to
the morals of youth. They recom?
mend an amendment of the ordinance
to offer rewards for capturing dogs,
and the .-substitution of men to be ap?
pointed by the 'Mayor for that pur?
pose. They also' recommend the selec?
tion of a more suitable location for the
dog pound, as the'present is too near
the publio schools.

the Commissioner of Pensions, stating

post office appropriation bill, the main
disagreement was in regard to postage
on nowspipors, tho House insisting that

United States Oirouit Court at Canan
daigna, affirming the decision of the
late Jadge Hall, of the District Conrt,
that the People's Savings Bank, of
this oity, oannot recover on notes
whioh it discounted for the late firm of
Jay Cox Sc Green, amounting to about
$35,000. The decision is rendered on
the ground that under its charter said
back was prohibited from discounting
notes. Several other ojses of the
same nature are, by this deoision,
virtually decided against the bank.

with Canada by tho Senate. Under

other country, aud, after handling
them, cau ship them to this country
duty free. A series of resolutions
were adopted, expressing alarm at
Canada, uuder the provisions of the
treaty, becoming the great entrepot for
the reception of goods from all parts of
the world, tn be legally smuggled into
the Uuited States, and stating that the
treaty would inaugurate free trade aud
involves tho necessity of collecting the
entire rovouuo of the Government by
internal taxation. The resolutions
were unanimously adopted.
