A legislator ia Ohio has introduced a bill to pot an end to the "emotional insanity dodge," now bo very common in oases of willful murder. The bill pro? vides that when insanity is pleaded ae a -defence to a criminal charge, the pri bonor shall be examined by a speoial jury. If found to bu sano, the -plea, of course, fails, and the trial proceeds. If really insane, be is sent to a Innatio asylum and kept there until cared, when the trial if? to be resumed. The enactment of such a Jr.w in every State in the Union would seriously interfere with "the way of the wicked." Some ore in arreais for earns as low ns twenty-six dollar.*, which must be cases of inadvertence rather than dishonesty. The deficien? cies vary from this to the hundreds of thousands. Brownlow, as he appears in the United States Sonate, is one of the no? ticeable objeats of that body. He is a tall dark-haired man, pale even to hi* lips, witb no color of life in any part of his body, save bis restless eyes, that grow bright at intervals. Ho never speaks, nor moves, nor calls a page, nor smiles, nor talks to his neighbor. At? tendants carry him to his seat at 12 and baok to his solitary home at 5. There he aits daring the long hours, silent and ghost-like, twitching perpetually with a terrible palsy. There is one very unhappy man in .theState of New York. He owned "the $40,000 cow," and be could have sold her cot long ago for $39,000; but he kept ber until last Friday, when she died. What must be. that man's feelinge when be gazes upon the oaroaiss of that perfidious animal and reflects that with the money be paid for her be might have started a daily newspaper and to? day have been the proud proprietor of a concern which would sell for half what he paid for it? A New Anaesthetic?A Burgical operation was performed by the resi? dent physician of thooity hospital, St. Louis, on Friday last, and was chiefly interesting from the fact that, instead of chloroform, a new substitute was ad? ministered, just imported from Europe, and never before n^ed in this country, called metbyl-biohloride, and whioh is said to be far safer and much more ef? ficacious. It is considered a great buo ceu. The Hon. Alezander H. Stephens has brought a suit against the Western and Atlantic Railroad Company, to recover $1,000,000. He charges that be trans? ferred to the State of Georgia all of his interests in the road, of which he was one of the lessees, in 1870. He has since learned that the transfer was never made, and he claims that the property is, therefore, still his.
